This position is located in the Administrative Resource Center/Employment Services Division/Branch as assigned. You will serve as a senior-level staffing specialist and technical advisor/consultant to multi-agency senior leadership, management, HR Specialists, and other relevant stakeholder positions that are geographically dispersed nationwide.
Duties
As an HR Specialist, you will:
- Provide a full range of HR advisory services to agency senior management, assisting in planning, developing, organizing, and managing resources.
- Serve a key staff role by providing authoritative interpretations on matters of wide-spread impact within the complexity of the shared services environment.
- Lead and support Divisional Quality Management System efforts through quality control and quality assurance reviews of customer policy programs, staffing or classification processes, and individual actions.
- Execute highly technical work in the areas of selection and placement of employees in assigned organizations.
- Complete or direct special staff acquisition programs, studies, projects, or reports relating to various staff acquisition functions within assigned areas.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes the following:
- Experience interpreting and applying guidelines and regulations to a) perform staffing and/or classification work, and b) identify areas of improvement and/or make recommendations to management; AND
- Experience communicating with both internal and external stakeholders to present findings, share information or defend positions that may influence operational or policy functions; AND
- Experience participating in or leading project teams that result in new processes, recommendations to management, or input into workforce and strategic planning.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
