This position is located in the Administrative Resource Center/Employment Services Division/Enterprise Support Branch. As an HR Specialist (Recruitment & Placement)(Enterprise Support Specialist), you will provide first line audit/peer review and mentorship/development to current or new staffing and classification specialists.
Duties
As an HR Specialist, you will:
- Provide first line of review to meet customer quality standard agreements. This includes providing guidance on branch policies, OPM regulations, bargaining unit rules and standards, as well as other applicable guidance.
- Provide direction and clarification to staffers and assisting in correcting content, certificates, and qualification logs.
- Develop and conduct one-on-one and/or group training and mentorship with new specialists, managers, supervisors, and/or employees on all aspects of the federal staffing and/or classification process.
- Serve as a technical expert and consultant to management, staff and customers on controversial, complex and difficult staffing or classification problems or actions that require expert level knowledge and skill.
- Lead special projects and/or studies of considerable scope and depth that impact the overall operation of the staffing, employment, classification, and position management support functions.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes the following:
- Experience interpreting and applying guidelines and regulations to perform staffing and/or classification work; AND
- Experience providing technical advice and guidance to management and other staff members on unusual, difficult, or controversial matters; AND
- Experience reviewing assignments/training junior team members, customers, or other stakeholders; AND
- Experience participating in or leading project teams that result in new processes, recommendations to management or input into workforce and strategic planning.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
