Duties
You will advise leadership concerning policy goals and objectives; develop, review, and approve a variety of correspondence and brief senior leadership.
You will evaluate if existing programs effectively accomplish intended goals or if modifications to existing procedures are required to meet goals.
You will analyze, coordinate, and recommend revisions to Security Cooperation/Security Assistance/Foreign Military Sales policy and guidance for assigned programs.
You will ensure that proposed and implemented policies and procedures are in accordance with DoD, DON and NIPO objectives.
You will monitor implemented policies, procedures and initiatives using analytics and metrics to ensure intended results in support of the NIPO mission and strategic plan.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- AWF members must achieve 80 hours of Continuous Learning Points (CLPs) every two years, in accordance with DoDI 5000.66.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: INTERMEDIATE
- This is a Defense Acquisition Workforce position that requires a Program Management, Practitioner level certification. The incumbent has 60 months to earn this certification; Must obtain and maintain certification.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with advising leadership on policy goals and implementation developing for assigned programs. Experience with ensuring proposed and implemented policies are in accordance with applicable departmental goals and objectives. Experience with conducting presentations and briefing management. Functional knowledge of DoD and/or DON Information Technology (IT) systems used to facilitate SA and FMS (e.g. Defense Security Assistance Management System (DSAMS) and Security Cooperation Information Portal (SCIP)).
