About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at historic Fort Liberty in Fayetteville, North Carolina. Fort Bragg is the home of the national premiere Special Operations and Airborne Forces.

Duties

Serve as the Branch Chief of a joint service Counterintelligence (CI) Branch comprised of military, civilian and contract personnel performing CI related functions. Prepare requests for personnel action, conduct performance counseling, and develop performance evaluation reports. Responsible for oversight and management of the daily activities of a joint staff element tasked with planning and executing highly specialized, mission critical CI requirements. Execute global Counterintelligence and Tactical security support for exercises and operations. Research and interpret guidance and policy to develop new integrated methods or criteria that incorporates inter-agency, multi-national requirements in specific cases. Attend meetings and participate in working groups and committees related to intelligence and develop and maintain working-level contacts.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance with eligibility for sensitive compartmented information (SCI) based on a T5 (or equivalent) investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Requires extensive temporary duty (TDY) travel on very short notice, to locations within the continental United States (CONUS) and outside the continental United States (OCONUS), up to 30% of the time.
  • Subject to short notice recall. Must reside within normal commuting distance of the assigned duty station (50 miles). May be required to work overtime various hours, including weekends and holidays, with minimum notice.
  • Duties may be performed under austere and potentially hazardous conditions during exercise and deployment operations. May be required to deploy into areas in which hostile action may occur.
  • May be required to complete specific training, physical examination, and immunization requirements as appropriate for outside the continental United States (OCONUS) deployments.
  • PHYSICAL REQUIREMENTS Deployable – a pre-employment physical is required, and annually thereafter.
  • Must be willing to undergo and successfully complete counter-intelligence scope polygraph with No Deception Indicated (NDI).
  • DESIGNATED EMERGENCY ESSENTIAL EE employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. (See NOTE in Qualifications section below for more information)

Specialized experience is defined as experience providing Counterintelligence (CI), and/or CI Support, to operational/analytical/collection activities in support of sensitive operations AND counterintelligence concepts, principles, and practices as they relate to tactical, operational, and strategic counterintelligence tactics, techniques and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible experience which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Counterintelligence (CI)Intelligence PolicyPartneringTechnical Competence NOTE: DESIGNATED EMERGENCY ESSENTIAL This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization. It is considered emergency essential because (1) no qualified and immediate replacement exists and (2) having it vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat mission of deployed forces. Failure to remain in this position may result in separation for the efficiency of the Federal Service (5 USC, Ch.752). Incumbent may be required to take part in readiness exercises and training (Basic first aid; Basic soldier field survival skills; Laws of War/Geneva Conventions; Prisoner of War coping skills; Standards of Conduct; Proper wear, use and care of all issued clothing and equipment; Uniform Code of Military Justice; Customs and courtesies of host country; Sidearm training, when appropriate). Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location. Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
