About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command, Fort Eisenhower, Georgia.
This position will be filled on a permanent basis.
Duties
Primary responsibility is to serve as the ARCYBER command agreements manager for all support agreements, General Terms and conditions (GTandC) Form 7600, memorandum of understanding (MOU), and memorandums of agreement.
Responsible for providing all aspects of financial guidance/technical assistance on programs to army senior leadership, functional managers, and budget personnel, as well as being the focal point and interface between federal agencies.
Prepares ARCYBER policies, procedures, guidance, and systems administrator support on G-Invoicing.
Evaluates program execution, and performs extensive analysis, and advises the organization with recommendations for improvements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year probationary period may be required.
- May need to undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- May need to pass an initial and periodic urinalysis screening for illegal drug use.
- May need to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Temporary duty travel may be required approximately 10% of the time.
- Must obtain Level II Financial Management Certification per Department of Defense Instruction (DoDI) 1300.26, November 20, 2013 within 24 months of assignment to position.
- Incumbent is required to maintain FM certification through continuing education and training (CET). To sustain certification level, incumbent requires 60 hours of CET every 2 years.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by ensuring intergovernmental and intragovernmental support agreements comply with applicable federal laws, regulations, and policies; utilizing automated systems to prepare, approve, and maintain intergovernmental and intragovernmental support agreements; analyzing proposals for new support agreements to determine cost against organizational interests; coordinating reimbursable and non-reimbursable requirements among various organizations to ensure the effective and efficient management of the command support agreement program.
