You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Acquisition Management Specialist (Buyer) in the Contracting Division C, Contracts Department of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-09 through GS-10. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. This vacancy is being recruited as a two-grade interval position.

Duties

You will solicit, evaluate, negotiate and award contractual vehicles under the Simplified Acquisition threshold (SAT) with commercial organizations, educational institutes, and nonprofit organizations. You will issue purchase orders and delivery orders for the purchase, rent or lease of a variety of supplies and services. You will procure Special Test Equipment, Ammunition and Explosives, Software Licenses, and Emergency Hazard Material. You will ensure all critical information is included in solicitation packages, which include Request for Quotes, quality/inspection requirements, security requirements, and technical drawings.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

TO QUALIFY FOR NT-04 POSITION: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-09/10 equivalent grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and evaluative techniques to validate contract proposals or procurement initiatives to ensure regulatory compliance in the delivery of products and services. TO QUALIFY FOR NT-03 POSITION: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-05/08 equivalent grade level) or in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in the analysis of contracts to ensure adherence to product or service specifications. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

FOR NT-04:

-Successful completion of a Ph.D. or equivalent doctoral degree.

-Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
