You will serve as a HOUSING MANAGEMENT SPECIALIST in the HOUSING DEPARTMENT of US NAVAL BASE GUAM. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

Duties

You will review, analyze, validate, and interpret current and projected housing requirements data for programming and justification for acquisition of new housing and revitalization, divestiture, and demolition of existing housing assets. You will be responsible for the coordination and execution of interior design support contracts, as well as contracts for new furnishings delivery and installation. You will assist in the development of and implementation of a comprehensive inspection program, including physical security and audit/management reviews of site activities. You will manage authorized funding for each project and ensure start through completion prior to expiration of funds. You will be responsible for the conduct of all required surveys and inspections and for the preparation of all required reports, both financial and non-financial

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You must be able to work in an office environment with occasional incidental exposure to dusty/dirty conditions, inclement weather inside or outside construction sites

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector planning, coordinating and monitoring the management and utilization of family and private rental housing to include housing management processes such as project organization, fiscal management, occupancy and assignment practices, policy interpretation and resolution of a variety of housing problems and concerns to ensure the adequacy and effectiveness of local housing activities. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

or

A combination of experience and graduate education as described above that equates to one year of experience.
