You will serve as a HOUSING MANAGEMENT SPECIALIST in the HOUSING DEPARTMENT of US NAVAL BASE GUAM.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.
Duties
You will review, analyze, validate, and interpret current and projected housing requirements data for programming and justification for acquisition of new housing and revitalization, divestiture, and demolition of existing housing assets.
You will be responsible for the coordination and execution of interior design support contracts, as well as contracts for new furnishings delivery and installation.
You will assist in the development of and implementation of a comprehensive inspection program, including physical security and audit/management reviews of site activities.
You will manage authorized funding for each project and ensure start through completion prior to expiration of funds.

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You must be able to work in an office environment with occasional incidental exposure to dusty/dirty conditions, inclement weather inside or outside construction sites
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector planning, coordinating and monitoring the management and utilization of family and private rental housing to include housing management processes such as project organization, fiscal management, occupancy and assignment practices, policy interpretation and resolution of a variety of housing problems and concerns to ensure the adequacy and effectiveness of local housing activities.

Education

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience.
