You will serve as a SUPERVISORY HOUSING SPECIALIST and Installation Program Director for all Housing Programs on US NAVAL BASE GUAM.
THIS IS A DIRECT HIRE ANNOUNCEMENT. The National Defense Authorization Act for fiscal year 2020 streamlines certain Department of Defense (DoD) civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain DoD competitive service positions.
Duties
You will serve as an advisor to the Commanding Officer and as the Installation Program Director for Family and Unaccompanied Housing Programs.
You will formulate plans, policies, and procedures for the operation and management of Naval Base Guam (NBG) Housing programs and execute program management responsibilities through sub-program directors.
You will conduct cost benefit analysis to determine best source of assets, analyze and evaluate Navy Program Objective Memoranda (POM) for compliance with higher authority guidance.
You will serve as the Installation Commander's Contract Officer Representative (COR) providing technical oversight and/or administrative management aspects of the Housing contracting process.
You will provide direct and administrative supervision over the work of professional staff positions, and plan, prioritize, schedule, and assign work through subordinate supervisors.
You will monitor contractor performance to confirm that work ordered is performed by skilled labor and that labor hours are consistent with and reasonable for the effort completed.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- This is a supervisory position that manages both the Family and Unaccompanied Housing Programs.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing operational management of housing programs and facilities, overseeing technical and administrative management of housing contracting process AND resolving housing issues such as family housing assignments, resources, construction and repairs, budget administration and negotiations in support of the Family and Unaccompanied Housing Programs.
