You will serve as HOUSING MANAGEMENT SPECIALIST in the Unacommpanied Housing of US NAVAL BASE GUAM.

Duties

You will organize, administers and evaluates contractor performance or other actions which may jeopardize contract performance for the housing operations and maintenance services. You will participate on inspection teams to ensure producers of goods/services are in conformance with established quality guidelines. You will supervise the tracking of deficiencies to determine if there are systemic problems and performs visits to site locations to resolve customer complaints. You will schedule and perform 100% inspection/inventory of contract deliverables in accordance with contractual specifications. You will coordinate the verification of contractor invoices and monitors labor, safety and security practices.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in housing administration procedures, practices and techniques sufficient for the execution of assigned or assignable duties, as related UH operations. Experience in operating office automation equipment, desktop computers, MS Word, Outlook, Excel and PowerPoint software programs, facsimile machines, copier, scanners, printers and other electronic devices. Ability to communicate and liaison with housing staff, customers and/or area departments or commands effectively, both orally and in writing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

or

A combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
