You will serve as a Housing Management Specialist in the Unaccompanied Housing of US NAVAL BASE GUAM.

Duties

You will review, analyze, validate, and interpret current and projected housing requirements data for programming and justification for acquisition of new housing and revitalization, divestiture, and demolition of existing housing assets. You will be responsible for the coordination and execution of interior design support contracts, as well as contracts for new furnishings delivery and installation. You will assist in the development of and implementation of a comprehensive inspection program, including physical security and audit/management reviews of site activities. You will manage authorized funding for each project and ensure start through completion prior to expiration of funds. You will be responsible for the conduct of all required surveys and inspections and for the preparation of all required reports, both financial and non-financial.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Must be able to attend and complete all required courses relevant to the position; virtual and in person, on and off-island.
  • Able to work in an office environment with occasional incidental exposure to dusty/dirty conditions, inclement weather inside or outside construction sites.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector: - developing and implement long range planning for construction, repair and modernization as well as budget and planning future requirements for recapitalization of unaccompanied housing (UH). - planning and coordinating the execution of family housing programs; monitoring the management and utilization of housing assets and resolving a variety of housing problems and concerns.- developing housing management plans, renovating housing assets and facilities, implementing long range plans for construction, and providing assistance in budget execution plans for bachelor housing projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

or

A combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.
