Duty Location: Sacramento CA; The final determination of the duty station for this position will be made by the selecting official at the time of the job offer. Flexibilities to work remotely in a virtual posture may be considered.
Duties
- Develop, consolidates, reviews and maintains Status of Funds Reports.
- Maintain administrative controls to ensure funding is obligated in accordance with appropriations law and consistent with established policy and guidelines.
- Directs and overseas the validation and certification of undelivered orders for Miscellaneous Obligations.
- Prepares monthly status of funds reporting to the Area/Program Managers throughout the region. Provides analysis, trends, and guidance to the regional managers.
- Plans, schedules, assigns, sets, and adjusts short and long-term priorities for work activities within established resources.
- Establishes performance standards, accomplishes appraisals, and initiates employee recognition and training actions.
- Approves leave, within-grade increases, overtime, and employee travel.
Qualifications

To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience but not limited to: Formulating a full complement of budget and financial management functions and duties associated with executing and reporting multi-million-dollar programs; Manage programs according to budget standards and fiscal law and regulations. ; Providing technical and administrative supervision to the budget office staff; and Utilizes query and other analytical techniques to improve processes to review and report district-wide initiatives for program execution, income projections, and manpower.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 03/04/2024.
