You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the LABOR AND EMPLOYEE RELATIONS DEPARTMENT of NAVUNSEAWARCENDIV NEWPORT RI.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-2 pay band encompasses positions equivalent to GS-5 through GS-8; the NT-3 pay band encompasses positions equivalent to GS-9 and GS-10.
Duties
You will provide technical and procedural assistance primarily in the area of employee relations.
You will support and execute a variety of human resources related programs to include (but not limited to) leave programs, telework, awards, employee resource groups and reporting of completed survey results by exiting employees.
You will provide technical guidance and procedural assistance to managers, supervisors, and employees on a variety of well established employee relations programs.
You will advise supervisors and employees on regulatory requirements of the programs and follows standard operating procedures and processes to implement.
You will apply Office of Personnel Management (OPM), DoD, Navy and NUWDIVNPT policies and directives, and other issuances in assigned subject matter areas.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-02 (GS-5 through GS-8 equivalency) in the federal service or equivalent experience in the private or public sector providing technical or procedural assistance to execute or support human resources efforts for an organization.
TO QUALIFY FOR NT-2: Your resume must demonstrate at least three years of general experience, one year of which was equivalent to the next lower grade pay band NT-01 (GS-1 through GS-4 equivalency) in the federal service or equivalent experience in the private or public sector that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data to recognize solutions, or plan and organize work; and communicate effectively orally and in writing.

Education
TO QUALIFY FOR NT-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NT-2: In lieu of general experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a full four-year course of study leading to a bachelor's degree; OR
- A combination of experience and education as described above that equates to one year of experience.
