About the Position: Performs under general direction of the Supv Program Analyst (Operations), Department of Plans, Operations and Security (DOPS), AMSC who provides guidance on college policies and establishes broad departmental and curriculum objectives. This is a developmental GS-11/12 grade level position and may be filled at grade level. This position provides promotion opportunity to the target grade without further competition.

Duties

As a Management and Program Analyst, you will perform the following duties which is not an all-inclusive list; Duties performed at the GS-11 level will be closely supervised. Serve as Management and Program Analyst for the Army Management Staff College(AMSC). As Contracting Officer Representative (COR), submits and oversees service and supply contract requests costing 2+ million annually Establish overall standard operating procedures for areas managed and recommends changes pertaining to the organization. Perform duties of Activity Based Costing/Management and the Balanced Scorecard for the division. Schedule and conduct studies, surveys, and special projects to ensure division functions are operating efficiently, effectively, and economically. Maintain liaison with management at all levels to keep abreast of required support for the agency.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance throughout the duration of employment.
  • Temporary Duty (TDY), approximately 10% of the time.
  • Required to obtain Contracting Officer Representative Certification within one year of appointment into this position.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience Statement GS-12 - To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Work which includes a thorough knowledge of program management techniques, school operations supporting student learning, information management, resource management, logistics management, civilian personnel resources management, and marketing and personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). At the GS-12 Grade Level - you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. GS-11 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 - Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education
