You will serve as a SUPERVISORY PRODUCTION CONTROLLER (SHIP) in the Amphibious Assault Ship (AMP) and Carrier Vessel Nuclear (CVN) Chief of Naval Operations (CNO) Branch (Code 1212), Waterfront Business Operations Division (Code 1210), Business and Strategic Planning Office (Code 1200), of NORFOLK NAVAL SHIPYARD.

Duties

You will supervise the management of complete non-nuclear surface ship projects, including setting overall objectives and determining resources available, reviewing critical issues and policy matters. You will monitor the maintenance of current records for planning and estimating work status and workload by ship or project. You will review job orders for conformance with pertinent technical and costumer specifications. You will prepare requests to customers to justify new or supplementary funds, as required. You will plan work to be accomplished by subordinates, set and adjust short-term priorities. You will interview candidates for positions in the unit and recommend appointment, promotion or reassignment to such positions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience reviewing all forms of naval shipyard work, marine engineering and mechanical work, marine electrical work, marine electronic work and marine weapons work. Experience administering funds and applying financial management and cost accounting techniques, including Performance Measurement and Control (PMC), and Advanced Industrial Management (AIM). Experience reviewing work packages and estimates provided by the Nuclear Engineering and Planning Department (C2300) and project managers to apply appropriate factors, evaluate project progress, and compose valid final review estimates. Experience coordinating activities concerning all phases of shipyard work on reactor plants relating to refueling, defueling, alteration, repair, maintenance, and testing.
