The primary purpose of this position is to: serve as the Squadrons Senior Intelligence Analyst, providing the strategic messaging, technical expertise, and leadership to ensure the Squadron's analytic programs, approaches threat modeling and simulation efforts, and assessments fulfill mission objectives accurate, timely and actionable intelligence. * Salary ranges includes local market supplements *

Duties

DUTY 1: Drives strategic messaging and is technical advisor to Squadron, Center, and DoD leadership. DUTY 2: Establishes, directs, and oversees appropriate modeling, simulation, and analytic methodologies to maintain and improve quality and information, methods, and techniques. DUTY 3: Provides senior level oversight in Squadron resource reviews to determine sufficiency and effect on the Squadron's products. DUTY 4: Represents NASIC and USAF in technical meetings and conferences with all levels of government and industry up to DoD and National Intelligence levels (including Special Project programs), and with international partners. DUTY 5: Provides oversight of support contracts to ensure programmatic dollars are being spent correctly and they provide the requested services, tools, and processes in a timely and accurate manner.

Qualifications

This is an Interdisciplinary position that can be filled as a GG-0861-15 AEROSPACE ENGINEER, GG-0855-15 ELECTRONICS ENGINEER, GG-1310-15 PHYSICIST, GG-1520-15 MATHEMATICIAN or GG-1550-15 COMPUTER SCIENTIST. This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Professional Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: AEROSPACE/ELECTRONICS ENGINEER GG-0861/0855- 15 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Degree: physics; or related degree that included at least 24 semester hours in physics. OR B.Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. In either A or B above, the courses must have included a fundamental course in general physics and courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound. MATHEMATICIAN GG-1520-15 A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics. OR B. Combination of education and experience - courses equivalent to a major in mathematics including at least 24 semester hours in mathematics, as shown in A above, plus appropriate experience or additional education. In either A or B above the courses must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite. COMPUTER SCIENTIST GG-1550-15 A. Degree: computer science OR B.Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. Examples of creditable experience include: mastery of advanced professional interdisciplinary/engineering/scientific/mathematical/physics/computer science concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, research, execution, and advisory services relating to scientific and technical intelligence assessments and threat analysis of foreign weapon systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of a wide range of engineering/scientific/mathematical/physics/computer science concepts, principles, practices, and/or related technical fields to effectively apply advanced engineering theories, principles, and concepts to the engineering design process, new applications, experimental theories, M&S efforts, and other areas of responsibility.2. Extensive knowledge of the many facets of the intelligence analysis process, intelligence tradecraft, and the methodology employed in achieving assessments is required for complex prioritization, coordination, scheduling, and reporting tasks; requires strong technical competence, judgment, leadership, and resourcefulness to conceive and guide the successful conduct and reporting of threat assessment projects in the Squadron mission area.3. Broad knowledge of the intelligence community, as well as the force modernization, operation and policy-making communities, their interrelationships, responsibilities, and authorities. Skill in applying analytical and evaluative techniques to assess and develop select portions of program initiatives and to identify, consider, and resolve routine issues or problems associated with portions of projects or studies.4. Knowledge of the principles, concepts, and methodologies of RF technology assessments of foreign weapon systems and related support equipment and facilities; and the management, implementation, and enhancement of the technology and model based methodologies in support of DoD customers.5. Expert skills in executing Program Management responsibilities; acumen planning, organizing, and directing complex, multi-organization, multi-skillset activities across a wide variety of concurrent projects; knowledge of contract administration and termination techniques sufficient to direct resource manager and represent programmatic status to expert community stakeholders. 6. Ability to apply knowledge to the development of new methods, approaches, and procedures; must be able to quickly and expertly evaluate intelligence products, briefings, and to determine the relevance of the materials to the Center, Group, and Squadron mission. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work and influence people at all levels of government in a professional manner with peers, management, contractors, and other agencies. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Education

Requires a B.A. or B.S. degree from an accredited institution in electrical engineering, aerospace engineering, mechanical engineering, mathematics, physics, computer engineering, computer science or a related field, with a strong background and knowledge of a wide range of concepts, principles, and practices relating to scientific and technical intelligence assessments and threat analysis of foreign weapon systems.
