Primary purpose of this position is to serve as a senior Electronics Engineer performing electronic warfare scientific and technical intelligence analysis using engineering, mathematics, statistical and intelligence analysis, modeling and simulation, and on-the-job knowledge. Organization location of position: National Air & Space Intelligence Center (NASIC) (HAF/A2) ACLW, Wright Patterson AFB, Ohio.

Duties

DUTY 1 - Independently performs scientific and technical intelligence on foreign airborne electronic warfare (EW) systems. DUTY 2 - Produces initiative current and predictive all-source intelligence assessments tailored for the needs of operational warfighters, acquisition managers, policymakers and the entire Department of Defense (DoD). DUTY 3 - Drives collection of intelligence including Open Source Intelligence (OSINT), Geospatial Intelligence (GEOINT), Signals Intelligence (SIGINT) and Human Intelligence (HUMINT). DUTY 4 - Represents Flight, Squadron, Group, Wing and USAF at national level conferences and international working groups as subject matter expert on electronic warfare topics. DUTY 5 - As a senior analyst, mentors junior analysts (civilian and militBry), growing their skills in intelligence analysis, in producing written and oral products, and in providing direct support to key customers.

  • Must Obtain/Maintain Top Secret Security Clearance with SCI. A non-disclosure agreement must be signed.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENTS: 0855 Electronics Engineer Successfully completed a professional engineering degree: The curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS. OR Combination of education and experience that is college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. AND SPECIALIZED EXPERIENCE Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Utilizing scientific inquiry in the development of models/simulations and/or computer programs to evaluate and predict the ability to support assigned projects, studies or problems; applying professional knowledge of the concepts, principles, theories, and practices involved in engineering, mathematics, and/or computer science to perform studies, modify standard practices, and/or resolve issues related to the planning, development, fielding and sustainment of complex electrical systems; and applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures. 2. Experience in conducting system engineering assessments of electronic warfare systems using electronic engineering, physics, computer-based modeling and simulation tools, and scientific means. 3. Background knowledge of aircraft avionics, airborne electronic and laser/radar systems is necessary; working understanding of various airborne electronic warfare systems. 4. Knowledge of intelligence requirements, taskings, analyses, evaluations, interpretations, reporting, collection, production and dissemination is desired; and knowledge of the Flight's databases, models and customer interfaces. 5. ln-depth knowledge in the following areas: radio frequency (RF) transmission theory, to include DSP principles, electronic signal reception, electronic signal analysis, laser physics, optics engineering, electro-optical systems, cognitive emitters, photonics and emerging EW technology directed energy weapons as well as electronic attack (EA) concepts and effects of EA techniques on victim systems, to be able to create predictive roadmaps on foreign EA equipment; engineering modeling and simulation of EW threats to determine design trade-offs in order to determine the most likely foreign design options selected; and foreign employment tactics, techniques and procedures for EW systems. Skill and ability to independently carry out assigned projects from inception through completion, meeting all reasonable deadlines; and ability to communicate effectively both orally and in writing, tailor presentations and publications for specific customer set; and maintain good working relationships with local analysts as well as intelligence community and Allied intelligence analysts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
