This position is located in the Department of Homeland Security (DHS), Office of the General Counsel (OGC), Ethics and Compliance Law Division (ECLD), Washington, District of Columbia.
Duties
The primary purpose of this position is to provide a full range of administrative support duties within DHS's Ethics programs and office operations. The incumbent oversees the administrative operations of the legal office and performs a full range of administrative, research and analytical duties.
Duties performed:
Design, establish, and maintain paper and electronic filing systems for a legal office.
Monitor, respond to and task out e-mail inquiries received in the general office e-mail box.
Prepare reports by researching and compiling information from various sources.
Provide administrative support to a team of attorneys, including conducting legal research, drafting and editing legal documents.
Maintain office SharePoint site and Component Collaboration site.
Qualifications
In order to qualify for this position, you must meet one of the following requirements:
GS-11:
A. You must have at least full year of specialized experience comparable in scope and responsibility to the GS-9 level in the Federal service (obtained in either the public or private sectors), with experience in the following duties: 1) Providing administrative support to a team of attorneys; 2) Performing legal research and discovery; 3) Executing internal legal office workflow processes to ensure review and approval of legal action documents; 4) Organizing and compiling briefing materials; 5) Using various desktop computer applications (i.e. Microsoft 365, Adobe Acrobat Pro, Excel) to accomplish organizational objectives.
OR
B. Successful completion three (3) full years of progressively higher level graduate education, or a Doctorate or Ph.D., or LL.M., if related, from an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. (NOTE: Transcripts must be submitted at the time of application.);
OR
C. A combination of experience described in "A" above and education described in "B" above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. (NOTE: Transcripts must be submitted at the time of application.)NOTE: Your resume must explicitly indicate how you meet these requirements otherwise you will be found ineligible.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
