This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Supports the implementation of organizational processes, technologies, and organizational change management for the CTO, within the ACC CIO/G6 to support the ACC enterprise (ACC, ECC, MICC and Contracting Center). Implements methodologies to enforce standardization and flexibility across the enterprise. Provides enterprise-wide data and system solutions for strategic direction and overall project management to include marketing, reporting metrics, and communication venues/mechanisms for the Enterprise Architecture Program. Performs all data management, architecture design, and integration activities to provide the decision support capabilities to enhance operational, technical, and management controls for ACC leadership. Formulates and contributes to the development of IM/IT policies and implements them to satisfy Command, Control, Communications, Computers, and Information Management (C4IM) needs of the Command. Maintains in-depth knowledge of data/telecommunications and automation networking trends and developments in the industry to provide direction and staff management to Command Information Management Officers. Supports command/organizational business goals by following DoD/DA regulatory guidance and procedures/policy for the configuration of integrating systems, equipment, software, and facilities/sites, and in maintaining/creating required documentation. Performs long- and short-range planning related to the architecture of the ACC IT Enterprise assists in preparing comprehensive architecture artifacts IAW the DoDAF. Serves as principal Project Integrator who integrates IM/IT Army Knowledge Management (AKM) projects and initiatives within ACC. Applies technology and other KM techniques to functional problems and solutions to achieve maximum productivity and project integration. Analyzes and documents/updates existing IT business process/application flows, interfaces, interoperability problems, and customer mission applications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • The duties of this position require occasional temporary duty (TDY) travel of up to 10% of the time.
  • This position requires an Information Assurance Management (IAM) Level III certification, or the incumbent must be able to obtain certification within six (6) months of appointment.
  • Appointment to this position is subject to a one-year probationary period. While probationary the incumbent can be terminated with limited appeal rights.

Individual Occupational Requirements (IOR): Applicant must have IT-related experience that demonstrates each of the following four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the IOR requirements above, you must meet the Specialized Experience Requirements below. Specialized Experience: In order to qualify for this position, an applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (GS-13 equivalent) grade level in the Federal service which includes: 1). Performing data management, architecture design, and integration activities to provide the decision support capabilities to enhance operational, technical, and management controls command wide; 2). Troubleshooting and/or recommending IT solutions and support regarding command systems; 3). Implementing methodologies to enforce standardization and flexibility across the enterprise to provide system solutions, strategic direction, and project management; 4). Analyzing initiatives, metrics, system changes, critical information, and/or directives; and 5). Monitoring regulatory guidance changes specific to information technology systems. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

This position requires Information Assurance Management (IAM) Level III certification, or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoDD 8140.
