This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for serving as a supervisor and technical expert for all civilian human resources support services and support responsibilities which includes employee relations, resource allocation, staffing, strategies regarding organizational structure, and other special projects pertaining to civilian personnel.
Duties
As a SUPERVISORY HUMAN RESOURCES SPECIALIST at the GS-0201-15 some of your typical work assignments may include:
Develops comprehensive plans and strategies for all aspects of civilian personnel planning.
Represents the Joint Staff on strategic-level policy/decision-making meetings, with members of OSD, Defense Agencies, Joint Chiefs of Staff and Service Headquarters.
Participates in executive sessions with officials to discuss/present a wide-range of subjects ranging from basic exchanges of information to joint manpower and personnel policy issues with far-reaching impact on DoD in support of world-wide contingency operations.
Receives direct tasking from the Chief, Personnel Services Division (O6) on civilian human resources actions and issues; coordinates assignments and tracks actions to completion through the use of two team lead positions.
Personally receives, completes, and coordinates tasking via the Task Management Tool (TMT) system; reviews tasking for reassignment, when appropriate; assigns action officers, monitors tracking of deadlines, reviews responses for accuracy, signs completion, and forwards to the PSD chief for signature, when required.
Provides advice on all civilian overtime, bonus pay, special pay, and financial/personnel awards; this may include briefings to senior leadership.
Formulates JS-wide policies, regulations, and concepts for all aspects in accordance with senior regulations in all civilian human resources areas to include planning, sourcing, recruiting, evaluation, selection, pay-setting and application procedures.
Assures that workload and project responsibilities are specifically delegated and assigned to subordinates.
Submits requests to servicing human resources office for effecting personnel actions. Selects candidates for positions in the office.
Establishes performance objectives and makes performance evaluations. Recommends (within monetary limits) performance awards for nonsupervisory staff; recommends approval of performance awards for subordinate supervisors.
Receives employee complaints and grievances and acts to resolve or refers to higher managerial level.
Initiates all administrative actions on subordinate employees to include evaluation and appraisal, position description, pay, leave, working hours, work assignments, career management, and training review; obtains input from civilian personnel branch team leads when making these decisions.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the 14 grade level in the Federal service:
Managing civilian manpower and organizational personnel programs and issues that support recruiting and staffing.
Analyzing and evaluating issues that are typically diverse in nature and providing objectively based information to leaders to support strategic level decision making for medium and long-range strategic decisions on agency mission planning, expansions or reductions with emphasis on business areas and for introducing changes to the manner in which agency missions are performed.
Participating in executive sessions with senior officials to discuss/present a wide-range of subjects ranging from basic exchanges of information to joint manpower and personnel policy issues with far-reaching impact on DoD.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
