You will serve as a INFORMATION TECHNOLOGY SPECIALIST (NETWORK) in the Commander Navy Installation Command of MARINE CORPS BASE CAMP BLAZ.
THIS IS A DIRECT HIRE ANNOUNCEMENT. The National Defense Authorization Act for fiscal year 2020 streamlines certain Department of Defense (DoD) civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain DoD competitive service positions.
Duties
You will apply network operation and maintenance concepts and methods, network architecture principles and concepts, and the ability to troubleshoot and resolve network problems.
You will operate and maintain the Low Altitude Range Communication System (LARCS) network and other Local or Wide Area Networks (LAN/WAN) in support of the information services requirements of MCBCB and customer organizations.
You will provide network administration and operational support of these Internet Protocol (IP) networks, all components and related circuit paths.
You will define network policies and procedures and ensures adherence.
You will secure the network by developing network access, monitoring, control, and evaluation and ensure strict version control of network documentation.
You will ensure all planned changes to the network environment are thoroughly tested, properly configured, and will not introduce unplanned service interruptions.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

- Work may require periodic temporary additional duty (TAD) off-island for professional training or representing the S-6 Department at official planning meetings and conferences.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Call back and emergency overtime are occasional requirements of this position.
- The work is performed in a typical office setting, although travel may be required both on and off island for field visits, surveys, and to participate in conferences or meetings.
Qualifications
Your resume must also demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: applying network operation and maintenance concepts and methods, network architecture principles and concepts, and the ability to troubleshoot and resolve network problems. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: applying network operations, management, and maintenance methods and concepts.3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Knowledge of and skill in the use of oral and written communication methods and techniques to accomplish continuing coordination with Information Technology program managers/customers and preparing and presenting briefings to senior management officials on complex issues related to the administration and delivery of Network Services.4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues; identifies and isolates problem sources.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing network architecture principles and concepts; network optimization techniques and analytical reasoning to perform duties as an effective network administrator as well as skill in applying network design principles and concepts, configuration management concepts and principles and network topology concepts to develop and implement configuration management plans for complex Local and Wide Area Networks.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree.
or
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
or
A combination of experience and graduate education as described above that equates to one year of experience
