The primary purpose of this position is to perform business area analysis for the designated organization. Responsibilities include but are not limited to providing accurate analysis of key business area performance measures, developing meaningful analytical tools, identifying root cause and deploying corrective actions to organizational personnel in support of those measures.

Duties

Plans and conducts comprehensive analytical studies from data and information gathered from various Inventory Management, Financial Management, and Production Management systems. Prepares and presents business area customer support performance targets to Squadron Leadership for concurrence. Attends regular meetings, briefings, and conferences dealing with business areas assigned. Prepares and delivers written or oral presentations such as briefings, training sessions, and strategy sessions with functional team members, organizational leadership, supporting groups and other activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes within business areas assigned. Accomplishes assigned tasks and other duties as assigned in a manner which contributes to meeting the objectives of producing quality products and results within established time schedules.

  • Experience in wholesale inventory and production management business areas preferred.
  • Must have a high degree of initiative; be aggressive in detecting yet diplomatic and tactful in reporting deficiencies, areas of concern, or improvement initiatives to higher management.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing accurate analysis of key business area performance measures, developing meaningful analytical tools, identifying root cause and deploying corrective actions to organizational personnel in support of those measures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. General knowledge of a wide range of Wholesale Supply Chain Management principles, processes, concepts and methodologies to effectively apply analytical and evaluation methods and techniques to issues or studies concerning their efficiency and effectiveness. 2. Practical knowledge of inventory management, financial management, and production management business areas related to the planning, budgeting, and execution of customer requirements. 3. Basic knowledge of USAF supply and maintenance systems such as the Secondary Item Requirements System (D200), Execution and Prioritization of Repair Support System (EXPRESS), Contractor Asset Visibility (CAV), and Purchase Request Process System (PRPS). 4. Skill in collecting, organizing, analyzing and reporting data for the purpose of identifying negative trends, root cause analysis, and the development of corrective actions and/or process improvements. 5. Skill in facilitating diverse groups, resolving problems between internal and external organizations, and executing the most effective process solutions and management considerations. 6. Ability to utilize data gathering techniques, to analyze and organize data from multiple data systems, and present data in a logical, meaningful, and executional format. 7. Ability to effectively utilize oral and written communication, to interact with team members, supervisors, Group and Senior Leaders, and external organizations, negotiate complex issues while maintaining good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
