You will serve as an IT SPECIALIST (APPLICATION SOFTWARE/DATA MANAGEMENT) within the Strategic Resources Directorate (14A) of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status. Duties

You will serve as an expert for analysis, design, and implementation of software and database applications in such areas as choice of programming languages, system and software design, hardware and network systems architecture, etc. You will plan, design, and implement computer systems and enhancements that are utilized for the NCIS and the DON. You will serve as the project manager responsible for coordinating team efforts on multi-person system development efforts. You will determine anticipated growth, size of records, access methods, interface, and test plans; design, code, test, and document software and database applications; and develop schedules and cost estimates for software and database systems. You will prepare documentation reflecting unique systems characteristics, as well as security, local policy, and operating considerations. You will evaluate system performance by monitoring and measuring performance of system (i.e., hardware, software, and network systems and subsystems operating system efficiency, and applications system efficiency). You will provide guidance and training to other computer specialists and operators on operating system characteristics, accessing techniques, search strategies, and security procedures.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 621-Software Developer.
  • This position is covered by the Dept of Defense Information Assurance (IA) Workforce Improvement Program (DoD 8570.01-M) and you must be able to obtain IAT-Level II certification within 6 months of appointment and maintain as required.

Qualifications

Your resume must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Employs highly complex systems infrastructure to include virtual hosts, high availability networks, systems redundancy, and systems orientated architecture applications. Performs technical evaluations on end-user's request for hardware, software and applications to determine the validity of the requirement and/or the capability of the infrastructure to accommodate stated requirements. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Assist developers during the design phase of application development ensure the most efficient use of system resources. Provides support, in the preparation for, and in the conduct of Information Systems Coordinators (ISC) meeting, and other informational or instructions technical briefs. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Closely coordinates with system changes with team leader, developers, functional users. Able to use relationships to coordinate project activities. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Disseminates changes related to information system problems. Prepares system documentation for complex applications in accordance with agency, major command and local standards. GS-13: In addition to your experience demonstrating the four competencies above, your resume must have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector SUCH AS: Experience using modern, complex IT systems, principles and practices to effect integration among various technologies (such as data communications, software engineering, knowledge management, databases, etc) and IT systems; Expertise in Project and Visio; Experience with project lifecycle, leading a team in aspects of a project lifecycle, able to define project scope, requirements and deliverables, and able to use relationships to coordinate project activities; Experience conducting preliminary analysis and feasibility studies in order to identify user requirements, management issues and objectives, and provide alternative solutions; and Experience conducting analyses of complex systems to create design and screen layouts, reports, tables, and queries. GS-12: In addition to your experience demonstrating the four competencies above, your resume must have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector SUCH AS: Experience working with project lifecycle, and able to define project scope, requirements and deliverables; Experience using modern, complex IT systems, principles and practices to effect integration among various technologies (such as data communications, software engineering, knowledge management, databases, etc) and IT systems; Experience with systems security to analyze and develop strategies for ensuring integrity of applications and databases; Modifying existing software systems; and Maintaining relationships to coordinate project activities.
