The primary purpose of this position is to provide key advisory services and vital administrative support to A1M Division Leadership on a variety of administrative and technical duties involving personnel management, resource management, and manpower analysis management issues impacting organizational matters.
Duties
Prepares a wide variety of recurring and nonrecurring correspondence, reports, and other documents from information obtained from leadership, staff, files, and other sources.
Directly assists the Division Chief in the management of all administrative support and personnel program functions and serves as the resident subject matter expert.
Responsible for a broad array of duties related to the effective execution of mission requirements within the Manpower, Organization and Resources Division.
Plans, organizes and executes information management and activities in support of the office/organization.
Uses multiple office automation software with varied functions to produce a wide range of documents that often require complex formats, such as graphics or tables within text, editing and reformatting electronic drafts, and updating or revising existing databases or spreadsheets.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes ) Applying a working knowledge of staff operations and practices related to the management of healthcare delivery and medical readiness to include policies, procedures, and operations. 2) Providing a knowledge on the organization and policies of the Air Force, Air Force Medical Service, Air Force Surgeon General, MAJCOM Surgeons and Military Treatment Facilities (MTFs). 3) Using a knowledge of rules and guidelines in tasking, processing, performing quality control and appropriate records and archiving of executive correspondence in support of Air Force senior leadership. 4) Communicating orally and in writing to gather information, present recommendations and gain cooperation from others through tact, courtesy and diplomacy. 5) Working knowledge of proper grammar, writing, editing practices and style requirements in preparation of written and oral presentations. 6) Using good interpersonal and team building skills and ability to foster effective working relationships. 7) Using automated data processing functions, techniques, and capabilities to determine appropriate media for completing requirements. 8) Providing knowledge of the fundamental capabilities and limitations of a variety of computers, computer network systems, and programs; as well as computer-related software and hardware in order to test, install, upgrade, configure, diagnose, and maintain proper functionality. 9) Preparing reports based on studies and analyses and providing metrics, reports and other information to senior leadership and external agencies. 10) Exercising initiatives, judgement, problem solving, decision making, identifying problems; analyze data, make recommendations, plan, and organize work to meet deadlines.

master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related

COMBINATION OF EXPERIENCE AND EDUCATION: When combining specialized experience and education, the total percentages must equal at least 100 percent.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of analytical and evaluative methods and procedures plus ability to gather facts, form conclusions, develops new work methods, and device solutions to problems.
2. Knowledge of and ability to apply an extensive body of management and/or program analysis technical rules, guidelines, regulations, and procedures and data gathering methods to a wide range of situations.
3. Practical knowledge of resource management functions including pertinent regulations, procedures, and documentation requirements for financial planning, manpower and personnel processes, training, and facilities. Extensive knowledge of manpower and personnel programs, procedures and documents.
4. Knowledge of automated data processing functions, techniques, and capabilities to determine appropriate media for completing requirements. Knowledge of the fundamental capabilities and limitations of a variety of computers, computer network systems, and programs; as well as computer-related software and hardware in order to test, install, upgrade, configure, diagnose, and maintain proper functionality.
5. Knowledge of AFRC mission, organization, and relationship of AFRC units to active duty MAJCOMs. Knowledge on the organization and policies of the Air Force, Air Force Reserve, Air Force Operations, Strategic Deterrence and Nuclear Integration, MAJCOM Operations, Air Force and Air Force Reserve Operations, Strategic Deterrence and Nuclear Integration.
6. Skill in applying analytical techniques to the identification, consideration and resolution of issues or problems of a factual or procedural nature.
7. Ability to analyze plans and procedures, identify weaknesses, and resolve technical problems by recommending alternate approaches in order to work around obstacles. Knowledge and skill in preparing reports based on studies and analyses and providing metrics, reports and other information to senior leadership and external agencies.
8. Ability to effectively communicate both orally and in writing to gather information, present recommendations and gain cooperation from others through tact, courtesy and diplomacy. Expert skill in grammar, writing, editing practices and style requirements in preparation of written and oral presentations. Good interpersonal skills and team building skills and ability to foster effective working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
