The incumbent serves as an Industrial Relations Specialist responsible for the oversight of all human resources functions for one or more Department of Energy/National Nuclear Security Agency (DOE/NNSA) Management and Operating (M&O) Contracts. The contract(s) assigned represent a complex, long-term, major procurement for the management and operation of an NNSA nuclear weapons complex facility. The contracts each involve a budget up to $2.5B per year and the term is generally five years.
Duties
As an Industrial Relations Specialist, you will:
-Serve as an authoritative source on all matters related to human resources functions for one or more DOE/NNSA M&O Contracts, provides expertise in one or more human resource functional area (e.g., compensation, benefits, labor relations, pensions, etc.), and assists with developing and implementing agency wide initiatives related to human resources.
-Arrange for and coordinates contact with other agencies and activities when needed for evaluating issues or regarding the area of expertise and the design or redesign of contractor programs in the area.
-Provide authoritative advice to all NNSA Headquarter, Field Office and contractor management officials on contractor issues related to his/her area of functional expertise and applicable policy.
-Serve as the primary point of contact for the NNSA on all contractor human resources matters pertaining to the area of functional expertise for M&O contractor activities.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [NQ-03 or GS-12 equivalent] in the Federal service. Specialized experience for this position is defined as: Experience applying knowledge of human resource management matters such as: employee benefits, employee compensation, pension and retirement plans, other benefit plans, labor relations, and workforce restructuring for a large organization.
Examples of Specialized Experience:
1. Experience performing reviews of various HR elements (employee benefits, employee compensation, labor relations, pensions/retirement).
2. Experience as a subject matter expert in the areas of HR such as benefits, compensation, labor relations, retirement plans, or workforce restructuring.
Education
Education may not be substituted for specialized experience at this grade level.
