The incumbent serves as an Industrial Relations Specialist responsible for the oversight of all human resources functions for one or more Department of Energy/National Nuclear Security Agency (DOE/NNSA) Management and Operating (M&O) Contracts. The M&O contracts each involve a budget up to $2.5B per year. The human resources portion of the contractor budget consists of employee compensation, benefits and other employee programs comprising more than 50 percent of the entire funding for the M&O.

SPECIALIZED EXPERIENCE REQUIREMENTS
To qualify for this position at the NQ-02 pay band (GS-9/11/12) equivalent level, you must meet one of the following:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-01 or GS-07 OR
master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related OR
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
Specialized experience for this position is defined as Experience applying knowledge and demonstrating evaluation of human resource management matters such as: employee benefits, employee compensation, pension and retirement plans, other benefit plans, labor relations, and workforce restructuring for a large organization. Applying knowledge of monitoring contractual provisions to establish allowability of costs for all types of employee compensation, pension, and retirement plans, other benefit plans, labor relations and workforce restructuring.
Examples of qualifying experience includes:
-Experience performing reviews and providing recommendations to senior employees of various HR elements (employee benefits, employee compensation, labor relations, pensions/retirement).
-Experience serving as a subject matter expert in at least one of the areas of HR such as benefits, compensation, labor relations, retirement plans, or workforce restructuring
To qualify for this position at the NQ-03 pay band level (GS-13/14 equivalent), you must meet one of the following listed criteria:

Examples of qualifying experience includes:
-Experience performing reviews and recommendations of various HR elements (employee benefits, employee compensation, labor relations, pensions/retirement).
-Experience developing/issuing agency wide policy related to human resources for M&O contractors. -Experience as a subject matter expert in at least one or more of the areas of HR such as benefits, compensation, labor relations, retirement plans, or workforce restructuring
Please note education may not be substituted for experience at the NQ-03 (GS-13/14 equivalent) pay band level.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.

Education
To qualify based on education - a master's or equivalent degree or 2 full years of progressively higher-level graduate education leading to such a degree, or an equivalent combination of graduate education and experience can be qualifying.
NQ-03 (GS-13/14 equivalent): Education may not be substituted for experience at this grade level.
Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
If education may be substituted for experience, indicate this and include the general formula for education to experience conversion (e.g., a Bachelor's Degree qualifies at the GS-5 level).
