The position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent, Senate Office Buildings (SOB). The incumbent serves as a Management and Program Analyst for the AOC Senate and is responsible for performing organizational reviews and broad range of services that enhance the performance of the Senate performing administrative functions, compliance with human capital policies and procedures, workforce efficiency, conflict resolution intervention.

Duties

This is a career ladder position requiring the incumbent to perform progressively more complex duties and responsibilities leading to the full performance level. The work of this position is identical to the full performance level with closer supervisory instructions and guidance.

Requirements

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-09 grade level in the Federal service. Specialized experience is defined as having experience in 3 of the 4 following and must be reflected in resume: 1.) Using a variety of types of office automation software, i.e., database, spreadsheet and word processing; and knowledge of the similarities, differences and integration of the different software types. Knowledge of grammar, spelling, punctuation and required formats. 2.) Performing administrative functions, including compliance with human capital policies and procedures, workforce efficiency and effectiveness studies and conflict resolution intervention. 3.) Demonstrating efficient oral and written communication by performing tasks such as generating summary reports, preparing feedback surveys, and conducting data collections and presenting findings. 4.) Developing and updating file plans and procedures for paper and electronic records so that records are organized. --OR-- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.--OR-- Combination of specialized experience and education. Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-11 grade level in Federal service. Specialized experience is defined as having experience in 4 of the 5 following and must be reflected in resume: 1.) Using a variety of types of office automation software, i.e., database, spreadsheet and word processing; and knowledge of the similarities, differences and integration of the different software types. Knowledge of grammar, spelling, punctuation and required formats. 2.) Performing administrative functions, including compliance with human capital policies and procedures, workforce efficiency and effectiveness studies and conflict resolution intervention. 3.) Demonstrating efficient oral and written communication by performing tasks such as generating summary reports, preparing feedback surveys, and conducting data collections and presenting findings. 4.) Developing and updating file plans and procedures for paper and electronic records so that records are organized. 5.) Developing standard operating procedures and program evaluation plans.

Education

GS-11: Education may be substituted for specialized experience as indicated above. If using education to qualify, candidates must provide transcripts if selected.

GS-12: No education substitution.

Special Instructions for Foreign Education:

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.

You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing if selected.
