You will serve as a PROGRAM ANALYST in the Program Executive Officer, Undersea Warfare Systems (PEO UWS), PMS 401, Undersea Acoustic Systems Program Office of PEO UNDERSEA WARFARE SYSTEMS. You will serve an Acquisition Manager for PMS 4011, responsible for the acquisition and procurement requirements for Towed Array systems.

Duties

You will serve as Project Manager for Acquisitions responsible for all matters requiring professional and analytical knowledge of acquisition management policies, practices and application in Navy ACAT programs. You will utilize analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. You will perform functions essential to good management of acquisition programs involving major defense acquisition programs and other associated major systems or subsystems. You will possess an understanding of basic budgetary and financial management principles and techniques as they relate to planning of programs and objectives. You will determine Statutory and Regulatory requirements for Milestone Decisions and create, review, edit, and staff Milestone documentation and briefs. You will facilitate the completion of annual CPARS for required contracts and ensure multiple simultaneous contract action’s documentation (SOW, CDRLs, ISTRAPs, etc) requirements are completed to meet contract award timelines. You will support all elements of acquisition management for the Joint Undersea Warfare Program Office, including the implementation of new acquisition initiatives. You will ensure efforts of technical managers, engineers, and support activities are consistent with established program acquisition policies, objectives, plans, schedules and milestones. You will formulate, develop, establish and implement overall acquisition program requirements for assigned acquisition projects. You will facilitate communications among all organizational elements involved in program acquisition activities; represents PMS 404 in meetings/briefings involved with acquisition.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-02 (GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and executing acquisition activities (e.g., contracts, resources, scheduling, studies, etc.) for the modernization or in-service support of submarine programs.
