This position is located in the Surgical Outpatient Clinics and reports directly to the office of the Manager of Surgery & Perioperative Services Care Line.
This position is covered by AFGE bargaining unit. Per the Master Agreement, the Area of Consideration will be:
FIRST - The Administration or VA Staff office posting the vacancy (Atlanta VAMC).
SECOND - Any other internal candidates of the Department (VHA).
Duties
Major Duties include, but are not limited to:
Coordinating employee/labor relations matters with VISN HR ER/LR and actively supports the EEO programs. Ensures performance ratings, awards, and disciplinary or performance-based actions have been addressed with HRMS.
Providing advice to management on issues related to personnel/manpower administration. Serves as the program administrator for the service concerning matters related to equal opportunity, merit promotion, labor management relations, and position management. Incumbent coordinates with HRMS on hiring activities including the administrative orientation of clinical staff.
Assessing the equipment needs of the service, for tracking life expectancy of current equipment inventories, and preparing equipment requests for the department.
Managing the procurement and contracting processes for various request. This may include preparing procurement requests, evaluating proposals for work, act as COR for procurement, and/or maintaining procurement and constructing records.
Analyzing, evaluating, and advising on the effectiveness of work methods and procedures, organizations, space and manpower utilization, management controls, information and documentation systems and similar functions of management.
And other duties as assigned.
Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing advice on Human Resources issues to include equal employment opportunity, merit promotion, employee relations/labor relations, position management and hiring activities. Assessing the equipment needs of the service by tracking the life expectancy of equipment and preparing equipment requests. Managing the procurement and contracting process to include determining costs, cost analysis, and sole source justifications. Utilizing Data Analytics for data collection, management, monitoring, tracking, analyzing and interpreting of occurrences or patterns. Communicating orally, or in writing, to leadership and employees. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 2 years of graduate level education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May also require some occasional travel.
