The primary purpose of this position is to serve as the lead logistics analyst on a broad cross-section of joint logistics strategic and operational issues providing expert advice regarding the formulation, preparation, advocacy, and coordination for logistics analysis in support of U.S. Strategic Command mission areas.

Duties

As the lead logistics operations analyst, manages and coordinates broad logistics operations and supply chain support of complex, command nuclear command and control (NC2) weapons system issues from concept development through implementation and deployment. Represents the directorate and command at conferences and meetings with other Department of Defense (DoD), Joint Chief of Staff (JCS), and agency organizations. Manages logistics requirements and resources by providing oversight of the directorate's annual logistics operations budget. Initiates independent research on logistics program and resource issues, analyzes options and recommends courses of action through reports, papers, briefings and correspondence. Serves as a Logistics Mission Area Expert (LogMAE) in the Joint Logistics Operations Center (JLOC) in the Command's Global Operations Center (GOC) and continuity operating locations.

  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment.
  • This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain (cont'd)
  • (cont'd) from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
  • The employee may be required to work other than normal duty hours which may include evenings, weekends, off duty hours on call, extended work hours (e.g., 12-hr shifts), varying duty hours, and/or holidays.
  • Overtime and/or emergency overtime may be required.
  • Incumbent may be required to take part in test alerts and exercises.
  • An advanced degree or equivalent experience in logistics management, business administration, data analysis, or a related field is highly desirable.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of Department of Defense (DoD), Joint Staff, Service, and applicable mission partner program logistics goals and objectives, to include highly specialized nuclear command and control (NC2) weapons system management and sustainment program goals; sequences and timing of key operations and logistics events and milestones; and methods of evaluating the effectiveness of planning actions as related to actual events. Mastery of advanced logistics management and operational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes sufficient to resolve major conflicts in policy and program objectives. Expert knowledge of the policies, practices, regulations, and laws concerning operational logistics management processes and initiatives sufficient to serve as an operational logistics technical authority providing guidance and advisory services in support of long-range U.S. Strategic Command (USSTRATCOM) logistics issues and mission objectives. Expert knowledge of the application of a wide range of qualitative and quantitative methods sufficient to improve logistics planning processes and enhance the quality and effectiveness of complex operational logistics programs. Comprehensive knowledge of Federal, DoD, Joint Staff, and Service strategic planning and budget processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD, Service, Joint Staff, and mission partner operational logistics procedures, regulations, precedents, policies, and guides, as well as a broad range of advanced logistics and program analysis principles, techniques, and practices to develop and execute innovative solutions to broad operational logistics issues. Knowledge of planning, programming, and budgeting regulations, guidelines, and processes to provide guidance and advisory services in support of long-range missions and operations. Knowledge of the application of a wide range of qualitative and quantitative methods used to identify, evaluate, resolve, and present broad logistics issues or problems; to isolate discrepancies; and to identify trends that impact organizational mission objectives, both operationally and strategically. Skill in designing and conducting comprehensive logistics studies; in gathering, evaluating, interpreting, and integrating logistics analysis data to arrive at valid, supportable conclusions; and in preparing solutions to resolve substantive problems and/or issues of effectiveness and efficiency of work operations in major logistics programs. Ability to organize and lead multi-functional/multi-organizational teams tasked to develop and implement new ideas, projects, and analytic methodologies; and to execute projects and/or implement solutions within established time constraints. Ability to communicate both clearly, concisely, and with technical accuracy, both orally and in writing, and to negotiate complex issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
