The primary purpose of this position is to serve as a senior logistics and readiness analyst and the command support agreement manager providing expertise in the establishment and fulfillment of operational logistics requirements, strategic operations support planning, and assessments for ongoing strategic operations, contingency operations, and exercises.

Duties

Analyzes and defines logistics requirements essential to support USSTRATCOM's worldwide operations to include the command's headquarters, subordinate organizations, and nuclear enterprise (NE) infrastructure and facilities. Conducts logistical analyses to determine, document, justify, and make plans to assure USSTRATCOM's ability to maintain mission-critical Nuclear, Command, Control, and Communications (NC3) and strategic operations under emergency conditions. Provides functional expertise to ensure logistics and readiness management functions are performed in a manner consistent with command and governing higher-echelon regulatory and logistics policies and process guidelines. Serves as a Logistics Mission Area Expert (LogMAE) in the Joint Logistics Operations Center (JLOC) in the Command's Global Operations Center (GOC) and continuity operating locations.

  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime during exercises and real-world contingencies.

  • The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance as a condition of employment.
  • This position is designated by the Air Force as a testing designated position under the civilian drug testing program.
  • It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes broad knowledge of laws, regulations, policies, and precedents affecting base/contingency support, sustainment, support agreement, and defense logistics reporting plans and programs. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of long-range logistics operational strategies and support programs sufficient to conduct studies, analyze findings, and make recommendations on substantive, complex operating programs (e.g., NC3 strategic operations and continuity of operations (COOP)) in support of achievement of challenging missions. Knowledge of the mission, organization, major issues, command priorities, and work operations of programs throughout U.S. Strategic Command, and the relationships of support activities (e.g., funds, manpower, facilities, equipment, supplies, and services) to such missions sufficient to devise appropriate and effective solutions to complex logistics support challenges particular to the command's global strategic deterrence mission. Knowledge of and ability to interpret and apply Federal Government, DoD, and applicable Service regulations, policies, processes, and guidelines to ensure the command's logistics support strategies, plans, programs, and support agreement programs comply with regulatory and policy framework ensuring command agreements are documented properly and, in a manner, to optimize support for the command's strategic and NC3 operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and ability to interpret and apply logistics management policies, concepts, and guidelines governing the planning, coordinating, evaluating, and management of DoD logistics support requirements (e.g., continuity of operations (COOP), contingency/operations support, support agreements, logistics sustainment, and Defense Readiness Reporting System (DRRS)). Skill in the selection and application of quantitative and qualitative methods used to analyze, evaluate, and interpret logistics readiness and/or support factors; to develop studies and forecasts for logistics requirements; and to formulate conclusions and recommended solutions to problems. Ability to analyze operational requirements and to develop, perform, and lead logistics management operations actions required to support strategic and NC3 operations at a command headquarters level with various echelons and geographic locations. Ability to contribute to the definition and/or negotiation of logistics management service agreements and support contracts and to collect/analyze metrics to assess and report on service providers' performance. Ability to apply project planning and management methods and tools to coordinate and integrate initiatives requiring the collaboration of multiple, functionally diverse teams. Ability to communicate effectively, both orally and in writing; and to convey logistics support requirements and persuade others to action. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
