The primary purpose of this position is to serve as readiness reporting and logistics management specialist to provide integrated joint logistics capabilities enabling USSTRA TCOM to achieve global effects.

Duties

Leads all USSTRATCOM efforts related to Defense Readiness Reporting. Serves as USSTRATCOM readiness reporting assessor and logistics program manager for the assigned USSTRA TCOM mission areas responsible for strategic force readiness analysis at the unified command level, and provides military weapon system expertise in analyzing, planning, developing, testing, and employing joint forces during wartime, mobilization, and contingency operations world-wide. Represents the Readiness Assessment Branch in dealings with USSTRATCOM, OSD, HQ's, Components and Task Forces at the Action Officer level. Supports the implementation of the Chairman's Readiness System for USSTRATCOM mission capabilities. Analyzes and assesses program management activities (planning, development, acquisition, and logistics support) to implement DoD processes and procedures for life cycle program management.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Shift work is required during exercises and actual contingencies.
  • Incumbent must possess and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance as a condition of employment.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and disseminate plans, policy and procedures for national level, Combatant Command and Service programs. Comprehensive knowledge of USSTRA TCOM mission and forces, including supported and supporting command relationships of apportioned and assigned forces. This position must have this knowledge to ensure the Joint Mission Essential Task List (JMETL) is capturing the required capabilities that support USSTRA TCOM. Knowledge of USSTRA TCOM mission and the forces assigned is critical to capturing this information because of their unique mission requirements and in some cases, their cross-mission integration. Also, knowledge of the apportioned forces is critical to understanding the readiness of units that do not report to USSTRA TCOM day to day but can be tasked to support. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and disseminate plans, policy and procedures for national level, Combatant Command and Service programs. Comprehensive knowledge of USSTRATCOM mission and forces, including supported and supporting command relationships of apportioned and assigned forces. Thorough knowledge of the deliberate and adaptive planning process and the DOD planning, programming and budgeting system. In-depth knowledge of logistics principles, practices and organizational structure needed to assess feasibility and effectiveness of a range of DOD plans and programs. Thorough understanding of the relationships between USSTRA TCOM, Task Forces, Joint Functional Component Commands, and various DOD departments. Ability to clearly articulate USSTRA TCOM objectives, in group settings, gamer required support, and build consensus using developed interpersonal skills. In-depth knowledge of weapon system management philosophy to develop methods for the analysis and display of program management, planning, and schedule information. Ability to review documents, records and reports to ensure conformance with accepted principals, new operating procedures and revised regulations. Skill to gather, analyze, organize, lead or participate in special studies and present data with members from different organizations and commands to identify problems and develop innovative solutions. Using a developed knowledge of office automation tools and techniques; designs and generates reports, briefing materials, and/or comparable documents. Demonstrated ability to conduct complex quantitative analyses in order to detect negative trends and/or develop mathematically based solutions to complex problems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
