The primary purpose; Serves as the USSTRATCOM Directorate of Logistics (J4) Defense Readiness Reporting System (DRRS) Functional Manager. Responsible for policies, reporting procedures, and responsibilities for implementation, management and execution of DRRS, and the policies, procedures, and format of the Chairman's Readiness System , and Joint Force Readiness Review .
Duties
Serves as the Functional Manager for USSTRATCOM on all issues related to Defense Readiness Reporting System (DRRS).
Represents the Chief, J42 Readiness Division in dealings with USSTRATCOM, OSD, HQ's, Components and Task Forces.
Supports the development and implementation of the Department of Defense Readiness Reporting System (DRRS) for USSTRATCOM.
Initiates independent research on readiness reporting program and resource issues, analyzes options and recommends courses of action through reports, papers, briefings and correspondence.

- Formal education desired as an Associate’s Degree or Bachelor’s Degree with experience in military training and readiness analysis methods.
- This position has been designated as a Testing Designated Position (TDP) under the Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

- This is a TERM position NTE 27-AUG-2028; the individual selected for this position may be extended without further competition.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and disseminate plans, policy and procedures for national level, Combatant Command and Service programs. Comprehensive knowledge of USSTRATCOM mission and forces, including supported and supporting command relationships of apportioned and assigned forces. This position must have this knowledge to ensure the JMETL is capturing the required capabilities that support USSTRATCOM. Knowledge of USSTRATCOM mission and the forces assigned is critical to capturing this information because of their unique mission requirements and in some cases, their cross-mission integration. Also, knowledge of the apportioned forces is critical to understanding the readiness of units that do not report to USSTRATCOM day to day, but can be tasked to support. Technical knowledge and background in the complexities of nuclear/conventional munitions and their associated delivery platforms, as well as of the Ballistic Missile Defense System, forms the basis of the employee's ability to advise senior leaders as to current mission capability and potential problem areas. In-depth knowledge of logistics principles, practices and organizational structure needed to assess feasibility and effectiveness of a range of DOD plans and programs. Thorough knowledge of weapon system management philosophy to develop methods for the analysis and display of program management, planning, and schedule information. To ensure details provided in DRRS as related to any weapon system or capability that has an issue can have the issue well documented, to include mitigating factors, resolution, and timelines. Often these issues relate to programmatic issues that can be supported by ensuring that a solid analytical approach is taken that will support arguments for resource allocation or strategies needed for program management, planning and scheduling.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and disseminate plans, policy and procedures for national level, Combatant Command and Service programs. Comprehensive knowledge of USSTRATCOM mission and forces, including supported and supporting command relationships of apportioned and assigned forces.
Thorough knowledge of the deliberate and adaptive planning process and the DOD planning, programming and budgeting system. In-depth knowledge of logistics principles, practices and organizational structure needed to assess feasibility and effectiveness of a range of DOD plans and programs.
Thorough understanding of the relationships between USSTRATCOM, Task Forces, Joint Functional Component Commands, and various DOD departments. Ability to clearly articulate USSTRATCOM objectives, in group settings, garner required support, and build consensus using developed interpersonal skills.
In-depth knowledge of weapon system management philosophy to develop methods for the analysis and display of program management, planning, and schedule information. Ability to review documents, records and reports to ensure conformance with accepted principals, new operating procedures and revised regulations.
Skill to gather, analyze, organize, lead or participate in special studies and present data with members from different organizations and commands to identify problems and develop innovative solutions. Using a developed knowledge of office automation tools and techniques; designs and generates reports, briefing materials, and/or comparable documents. Demonstrated ability to conduct complex quantitative analyses in order to detect negative trends and/or develop mathematically based solutions to complex problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
