About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the on historic Fort Bragg in Fayetteville, North Carolina. Fort Bragg is the home of the national premiere Special Operations and Airborne Forces.
Duties
Responsible for high level independent planning, coordination, and support for all garrison, combat, and ODTAAC tactical/operational/strategic counterintelligence related activities, missions and functions.
Perform duties as a Task Force Counterintelligence Coordinating Authority (TFCICA).
Serves as a Senior Counterintelligence Special Agent in the Counterintelligence Branch.
Provide direct Counterintelligence support for the Headquarters, Subordinate Joint Service Special Operations Forces in garrison and while deployed in support of USSOCOM Task Forces.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- Must be able to obtain and maintain a Top Secret (TS) clearance with eligibility for sensitive compartmented information (SCI) and selected Special Access Programs (SAPs) based on a T5 investigation/Single Scope Background Investigation (SSBI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Requires extensive temporary duty (TDY) travel on very short notice, to locations within the continental United States (CONUS) and outside the continental United States (OCONUS), up to 30% of the time.
- Subject to short notice recall. Must reside within normal commuting distance of the assigned duty station (50 miles).
- Duties may be performed under austere and potentially hazardous conditions during exercise and deployment operations. May be required to deploy into areas in which hostile action may occur.
- May be required to complete specific training, physical examination, and immunization requirements as appropriate for outside the continental United States (OCONUS) deployments.
- May be required to remain on duty or report for duty during severe weather or other installation closings.
- Must be willing to undergo and successfully complete counterintelligence scope polygraph with No Deception Indicated (NDI).
- In accordance with Chapter 4, AR 381-20, The Army Counterintelligence Program (S), must be able to obtain and maintain U.S. Army Intelligence Badge/Credentials.
- This position is considered Emergency Essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization. (See NOTE in Qualifications section below)
- EE Employees - Must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action re required to sign a DoD Form 2365..
- PHYSICAL REQUIREMENTS: Deployable Position - Pre-employment physical is required, and annually thereafter.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience the application of Counterintelligence policies, procedures, techniques, and CI Analysis; coordinating and conducting liaison with Law Enforcement and Intelligence Agencies AND conducting counterintelligence investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
Specialized experience is progressively responsible experience which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

NOTE:
This position is considered essential to support Army's mobilization and wartime mission during periods of increasing tension or mobilization. It is considered emergency essential because (1) no qualified and immediate replacement exists and (2) having it vacant would (a) impair the effective operation of essential military support systems or (b) adversely impact the combat mission of deployed forces. Failure to remain in this position may result in separation for the efficiency of the Federal Service (5 USC, Ch.752). Incumbent may be required to take part in readiness exercises and training (Basic first aid; Basic soldier field survival skills; Laws of War/Geneva Conventions; Prisoner of War coping skills; Standards of Conduct; Proper wear, use and care of all issued clothing and equipment; Uniform Code of Military Justice; Customs and courtesies of host country; Sidearm training, when appropriate). Incumbent must meet requirements specified on SF78, Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate to the overseas location. Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
