Duties

As a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) at the GS-0201-7/9 some of your typical work assignments may include: In a developmental capacity, provides recruitment and placement services for positions in a functional combatant command. Advises supervisors and assists other HR Specialists in Extending job offers, establishing reporting dates and coordinating with all responsible personnel to ensure pre-employment requirements are met in a timely manner. Gains proficiency in identifying the true nature of management problems and their consideration from the total personnel management viewpoint. Reviews progress toward achieving objectives and provides feedback to management regarding trends and/or changes to enhance achievement of these objectives. Under the direction of more senior HR Specialists, participates in initiatives, studies and projects such as self-assessment reviews, pre-Reduction-In-Force exercises, the student and summer employment recruitment programs, application of draft qualification standards, and out-sourcing studies. Provides written and verbal personnel reports and liaisons with internal and external staffing, manpower, and classification entities in support of command recruitment and placement initiatives.

  • May be required to work other than normal duty hours, which may include evening, weekends, and/or holidays.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in the performance of Temporary Duty (TDY).

Qualifications

You may qualify at the GS-7, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-5 grade level or equivalent under other pay systems in the Federal service, military or private sector. Providing recruitment and placement, and affirmative employment advisory services; Participating in special initiatives, studies and projects, and affirmative employment activities; Providing written and verbal personnel reports and liaisons with internal and external staffing, manpower, and classification entities.; OR B. One full year of graduate level education or superior academic achievement.; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) You may qualify at the GS-9, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-7 grade or equivalent under other pay systems in the Federal service, military or private sector. Performing recruitment and placement services for professional and administrative positions; Coordinating with supervisors, managers, and other Human Resources specialists on possible staffing repercussions of reorganizations, placement actions, or regulatory changes; Participating in special initiatives, studies and projects, and affirmative employment activities; Proficiency in program staffing applications, providing customer service, preparing written correspondence, and required documentation..; OR B. Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.; OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
