These positions are in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations. The positions are located in the Office of Analysis for Terrorism, Narcotics, and Crime, Bureau of Intelligence and Research (INR/TNC). You will serve as an Intelligence Research Specialist focusing on one of two geographic portfolios.
Duties
At the GS-09/11 and 12 level, the incumbent performs essentially the same duties as outlined below; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.
Serves as intelligence analyst providing all-source strategic analysis on terrorism, narcotics, and transnational organized crime (TOC) in South America and narcotics and TOC in northern and western Africa and the impacts of these issues, OR
Serves as intelligence analyst providing all-source strategic analysis on narcotics and TOC in South Asia, the Middle East and Eastern and Southern Africa and the impacts of these issues on U.S. foreign policy interests.
Prepares written analysis and oral briefings to inform senior foreign policymakers on terrorism, narcotics, and TOC issues, including drug trends, criminal and terrorist group intentions, drug/crime-related corruption, and security policies.
Ensures the intelligence needs of State Department policymakers are clearly conveyed to appropriate collection agencies within the U.S. Intelligence Community (IC) and represents INR on IC and interagency committees.
Regularly drafts and coordinates on IC products for the President’s Daily Brief (PDB), National Intelligence Council (NIC), and other similar entities, ensuring INR views are represented.

Qualifications
Applicants applying for the GS-09 grade level must meet one of the following requirements:
A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience making preliminary determinations using research, analysis, and evaluation of intelligence data derived from senior intelligence specialists such as recency and authenticity determinations of data reviewed.
Experience preparing presentations from intelligence studies to assist other intelligence specialists and/or larger studies.
Experience working as part of a team.
OR
B. Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. from an accredited college or university. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled;
OR
C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS- 07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.
Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%.

Qualifying specialized experience must demonstrate the following:
Experience preparing finished studies of factual data, which may be complete in themselves, or assigned portions or contributions to larger studies, statistical compilations, or intelligence publications.
Experience using research methods to include analysis, assimilation, and evaluation of intelligence information related to drug trade dynamics, drug production and flows, crime group intentions, corruption, and security policy to present analytic conclusions.
Experience working as part of a team.
OR
B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university.
OR
C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS- 09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position.

Experience using research methods and techniques to validate, analyze, evaluate, and interpret information derived from a wide variety of sources specific to South America, and northern and western Africa, OR
Experience using research methods and techniques to validate, analyze, evaluate, and interpret information derived from a wide variety of sources specific to South Asia, the Middle East and Eastern and Southern Africa.
Experience liaising within the international affairs community regarding drug trade dynamics, drug production and flows, crime group intentions, corruption, and security policy in support of policy objectives.
Ability to work independently and as part of a team.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience preparing strategic, policy-relevant all-source intelligence analysis on narcotics and TOC in South America, and northern and western Africa, including on drug trade dynamics, drug production and flows, crime group intentions, corruption, and security policy, and presenting the analytic conclusions clearly and effectively in high-level settings, OR
Experience preparing strategic, policy-relevant all-source intelligence analysis on narcotics and TOC in South Asia, the Middle East and Eastern and Southern Africa, including on drug trade dynamics, drug production and flows, crime group intentions, corruption, and security policy, and presenting the analytic conclusions clearly and effectively in high-level settings.
Experience with the Intelligence Community (IC) including mission, members and policies.
Experience drafting and coordinating on IC analytic products published by the President's Daily Briefing (PDB), National Intelligence Council (NIC), and other similar entities.
Experience in intelligence research (i.e. research, writing, and analytic skills), including the ability to do research, synthesize and interpret information, and evaluate various sources of information.
Ability to work independently and as part of a team.
There is no substitute of education for specialized experience for the GS-13 position.
