Duties
Develops and conducts studies of financial management processes related to Information Technology Systems.
Studies performed examine the integrity of accounting data within the contract payment systems and internal controls in the system.
Studies, analyzes, and evaluates the capability to support DFAS with potential IT system enhancements.
Reviews, analyzes, and resolves daily systems problems related to IT and performance in functional areas.
Participates in and/or leads systems requirement reviews and coordinates with customer/functional representatives and other technical personnel to clarify requirements.
Prepares system documentation and input to assist technical personnel in improving or developing software in accordance with organizational needs and acceptable industry standards.
Directs or participates in testing and implementation of systems’ enhancements.
Provides technical advice in determining operations impact or problems, possible resolution, and actions necessary until problem is resolved.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: providing support for financial/accounting systems; applying and advising on financial system policies and procedures; performing extensive business process analysis through evaluation of financial/accounting systems, policies, procedures, and regulations; preparing requirements and test plans/scripts; researches, analyzes, and resolves system issues.
