This position will serve as the Deputy Medical Care Line Executive located in the Medical Care Line at the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, TX.

Duties
Directs all administrative activities of the Medical Care Line including budget and fiscal management, human resource management, strategic planning, and program management and evaluation.
Provides input, advice and counsel for total Medical Care Line planning, programming, budgeting and general administration.
Develops long-range and short-term goals and programs.
Formulates policies and operating procedures.
Coordinates and expands use of all pertinent resources available for patient care, develops extensive community relationships/partnerships with individuals and with health, social and welfare agencies.
Conducts and directs special studies and analyses of complex problems relating to manpower requirements, space, equipment utilization, organization alignment, and other areas of concern to the Medical Care Line Executive.
Formulation, execution and fiscal management of the budgetary plan for the Medical Care Line
Assesses space allocation and determines space requirements needed to support program operations.
Plans and directs the administrative and technical aspects of a personnel management.
Manages quality assurance, practices TQI and ensures improvement activities for all programs.
Ensures compliance with all applicable accrediting organizational standards.
Maintains a constant surveillance of the Medical Care Line's compliance with standards of the Joint Commission on Accreditation of Healthcare Organizations and other accrediting and regulatory agencies.
Work Schedule: Monday - Friday, 8:00 am - 4:30 pm, subject to change based on the needs of the Agency
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible for a multi-million-dollar budget that includes staffing, equipment, and contract funds; managing and making decisions directly impacting a major program of an organization; evaluate the need for different and new programs; experience in clinical operations; supervision of a significant number of multi-disciplinary staff. Note: This experience must experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Physical Requirements: The regular and recurring work of the position involves sitting at a desk in an office environment, attending conferences and meetings, and walking within the facility work areas.
