As a Supervisory Program Specialist, you will be responsible for core business functions; overseeing estimating production, office training, tracking strategic initiatives, financial management, data management across enterprise platforms, industry outreach, federal procurement facilitation and federal procurement administration for PBS, The Office of Design and Construction (ODC), Washington DC. We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Oversees the Reimbursable services national program and Project Management Information System coordination for the region. Oversees the Office of Design and Construction Program for measures and key performance indicators related to project delivery.
Applies a wide range of qualitative, or quantitative methods to assess and improve program effectiveness or complex management processes, projects, and systems. Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment and significant contributions in terms of agency goals.
Provides critical analysis of pressing issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of the ongoing or new program issues. Solutions to unique operating problems may require the incumbent to study methodologies and practices employed by other Federal institutions or private sector companies.
Responsible for PBS Office of Design and Construction (ODC) organizational and project management operations. Plans, schedules, and coordinates the functions of the ODC organization without review and with a minimum of supervision.
Directs critical program analysis and project management support efforts designed to benefit the entire region utilizing data management strategies and systems of record.
Develops consistent communication among Project Management (PM) communities, both cross-divisionally and cross regionally, to hold PM forums to share best practices and lessons learned and provide access to available tools and resources that benefit the PM community

The GS-14 salary range starts at $139,395 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
Specialized experience is experience leading, supervising and/or managing a branch, team, section or organization that includes strategic planning, operations management, compliance oversight, data reporting across enterprise systems, business development, and service delivery. This experience must include performing program management and project support delivery specific to the design and construction industry as it relates to commercial buildings; and utilizing procurement and contract regulations, design regulations and real property statutory compliance in the implementation of organizational projects, programs, strategic business plans, objectives, and goals.
