Incumbent is responsible for the coordination and supervision of the Administrative Operations, Environmental Sanitation Operations, Laundry/Linen Operations, Integrated Pest Management, and the Waste Management Program. In addition to the coordination and supervision of the areas listed, the incumbent is actively involved in the planning and accomplishment of the overall facility programs and goals. Involvement includes participation in numerous groups and committees.
Duties
Duties include, but are not limited to:
Comprehensive knowledge of and skill for development and management of the entire Environmental Management Program. Assessment and improvement of program effectiveness or the improvement in the areas of Administrative Operations, Environmental Sanitation Operations, Laundry/Linen Operations, Integrated Pest Management, and Waste Management Program. Equipment, Staffing Acquisitions, Space Utilization, Strategic Planning, Process Improvement.
Plan work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work.
Find and implement ways to eliminate or reduce significant bottlenecks and barriers to production, team building, and improving business practices.
Evaluate work performance of subordinates.
Interview candidates for subordinate positions, recommend appointments, promotions, and reassignments.
Hear and resolve group grievances or serious employee complaints.
Broad knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of Emergency Management Service (EMS) and administrative programs.
Ability to apply the knowledge and understanding of goals and requirements for delivery of effective, high quality Environmental Sanitation Operations that meet or exceed all applicable requirements and standards.
Comprehensive knowledge of the range of laws, policies, regulations, and precedents applicable to the administration of the environmental management program. This includes knowledge of VHA goals and objectives, key programs, and methods of evaluating the worth of program accomplishments.
Officer in charge of Integrated Pest Management for the Medical Center.
Charged with overall responsibility for both interior and exterior control of insect, rodent, and other animate pests, and with interior and exterior control of vegetative pest (fungi, molds, mildew, etc.).
Accomplishes pest management through a combination of in-house (e.g., cultural, mechanical, physical, and regulatory controls) and contractual pest control operators (e.g., chemical control).
Wide-ranging skills in training, facilitating, and managing cross-disciplinary teams. Skill to plan, organize, and direct teamwork and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied.
Assign work to subordinates based on priorities, consideration of the difficulty of work and capabilities of employees.
Make decisions on work problems presented by subordinate supervisors/leaders.

Responsible for the collection, storage and removal of municipal waste, medical waste, cytotoxic waste, and waste minimization in accordance with federal, state, and local laws, regulations, and ordinances including the National Environmental Policy Act (NEPA), Clean Air Act (CAA), Clean Water Act (CWA), Resource, Compensation, and Liability Act (CERCLA), Medical Waste Tracking Act (MTWA), etc.
Responsible for determining the type of linen to be purchased, assuring adequate quantity and quality of linens and uniforms are stocked and supplied to all staff and all areas of the Medical Center to include CBOC's, and establishes methods of transportation for both clean and soiled linen.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Finding and implementing ways to eliminate or reduce barriers to production, team building, and improving business practices; evaluating work performance of subordinates, SharePoint and other computer applications; ability to work independently on projects; ability to analyze data and develop recommendations and compile reports; ability to adapt to changing situations, modify plans and demonstrate flexibility. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

Physical Requirements: Physical activity is required for walking throughout the Medical Center and outbuildings on the campus. When doing inventories, inspections, etc. the incumbent will spend time standing, walking, stooping, bending, and working in closed areas. Occasionally is exposed to bad weather conditions. The incumbent is required to perform investigative and consultative tasks in every area of the medical center; indoors and outdoors. Most of the incumbent's time is spent in an office environment with a considerable amount of time working at a desk or computer terminal. Incumbent may be exposed to harsh cleaning chemicals and can be at hazard when mixing and using such chemicals. Protective garb and equipment is provided for incumbent to use when dealing with chemicals and when working in areas of identified potential for infection. The incumbent will require occasional travel.
