This position is organizationally located in the Altoona Medical Center (MC) reporting to the Office of the Associate Director Patient Care Services (ADPCS).

Duties

Organizational and Program Evaluation/Analysis Collects data, submission of reports, and intervenes to resolve administrative problems and program evaluation. Collects and coordinates data resulting from inquiries to best organize it in a manner that meets the assignment's requirements. Evaluates the administrative programs or issues associated with their area of responsibility; such as, not limited to, training program administration, correspondence control, liaison, and Medical Staff Executive Board related work. Conducts reviews of policy, processes, operations, fiscal control and economy and those where the boundaries of the studies may be broad. Identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors. Assembles and assesses information gathered, formulates findings, conclusions and recommendations, presents results in a written and/or oral form, which are well organized, supportable and clearly expressed. Administrative Oversight and Planning Collaborates with their supervisor and Service Line Managers to design the administrative structure needed to support the implementation of any new program initiatives and champions the use of innovative quality improvement techniques. Responsible for working with their supervisor and the associated Services Managers to establish a long- and short-term strategic planning process that will consider and effectively integrate resource management planning; the missions of the VHA, VISN, and MC; and the identified needs of the Service Lines. Identifies the need for and recommends modifications or changes in business practices to bring the department into compliance with the MC's goals. Development of administrative, standard operating procedures and the implementation of operating policy in all phases of administrative management. Policies must be in compliance with various requirements (Veterans Health Administration, Joint Commission on the Accreditation of Healthcare Organizations, Council for Hospital Home Health Agencies of the Hospital Association of Pennsylvania,) and the incumbent identifies those requirements which must be included in medical facility written policies and procedures, drafts such statements or assigns tasks to subordinates to ensure completion. Financial/Resource Management Performs administrative work in the following areas: personnel management/labor relations, administration, budgeting/financial management, procurement/contracting, property management and supply. Conducts analytical and strategic studies to forecast the logistical needs of clinical areas in terms of space, supplies, transportation and manpower utilization. These studies are of a highly complex nature and relate to the effective and efficient operation of the medical center. Recommends resource allocation and position and alignment considering budget realities and good management practices, such as span of control, relationships among positions, present and anticipated workload, flow of activities, new techniques, trends and other related matters. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluates the administrative programs or issues associated with their area of responsibility; such as, not limited to, training program administration, correspondence control, liaison, and Medical Staff Executive Board related work. Evaluates, processes, and/or makes recommendations for effective organizational changes; serves as a team leader for region-wide studies or projects with significant impact on organizational change. Researches and/or analyzes problems, issues or program requirements. Provides expert analysis and advice on complex program issues. Based on operations and changing program requirements, identifies relevant issues. Collects relevant information from several varied sources, some of which are difficult to access. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluates the administrative programs or issues associated with their area of responsibility; such as, not limited to, training program administration, correspondence control, liaison, and Medical Staff Executive Board related work. Gathers and maintains valid data used to develop, evaluate and modify organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Evaluates, processes, and/or makes recommendations for effective organizational changes; serves as a team leader for region-wide studies or projects with significant impact on organizational change. Researches and/or analyzes problems, issues or program requirements. Provides expert analysis and advice on complex program issues. Based on operations and changing program requirements, identifies relevant issues. Collects relevant information from several varied sources, some of which are difficult to access. Collaborates with the Service Lines Managers to develop and coordinate the implementation of internal policies and programs relating to equal employment, merit promotion, position management and employee relations and ensures the Service Line managers, team leaders and subordinate supervisors are following appropriate guidance/policies. Education: There is no educational substitution at GS-12 grade level.
