This position is in the James E. Van Zandt VA Medical Center Surgical Service, reporting to the Supervisory Administrative Specialist. The incumbent, in coordination with the Supervisory Administrative Specialist for the Surgical Service, administers and manages the procurement for the service.
Duties
The incumbent assists Supervisor to serve as the service procurement resource and assists clinical practitioners in ordering the equipment, commodities, and special orders the practitioners are requesting to provide great care for our Veterans. The incumbent will implement proper acquisition planning by ensuring input and concurrence from key stakeholders. The stakeholders include the end user subject matter experts (SME) consisting of Medical Center Service Chiefs, Surgical Technicians, Optometrists, Health Technicians- Optician and Ophthalmic, Podiatrist, Surgeons, Anesthesiologists, , Dentists, Oral Surgeons, Dental Hygienists, Dental Assistants, Certified Registered Nurse Anesthetist, Certified Registered Nurse Practitioner, Physician Assistants, and Nurses.
In coordination with the Supervisory Administrative Specialist, the incumbent will analyze existing and propose new and innovative solutions to meet care line and surgical goals. Ensures proposed acquisition strategy is appropriate and efficient. As well as, to ensure the documents facilitate accurate acquisition of their required supplies and/or services.
Coordinates with the Supervisory Administrative Specialist to implement policies, procedures, and necessary controls to ensure an effective procurement process.
Develop and maintain facility tracking tools to forecast short- and long-term needs to appropriately communicate with appropriate Medical Center services.
The incumbent will work and assist supervisor to develop, implement, and control contractual, financial, and technical aspects of procurement/contract through all phases of the process. Developing a formal process for feedback, and deliver presentations on project status, accomplishments, problems/analysis/solutions, requirements for support, and promotion of project objectives reporting to the Supervisory Administrative Specialist.
The incumbent will serve on source selection/technical evaluation boards and works with the Contracting Officer to resolve protests, claims, and Contractor performance issues.
Assists supervisor by providing written guidance on evaluation standards for solicitations and technical evaluation committees, sitting on technical evaluation committees for all contracts and documents, and monitoring the movement of the contract after the award.
Conducts discussion as necessary with vendors and assists Supervisor with their discussion of procurement/contract issues. Assists Purchasing Committee with details for preferred equipment, commodities and/or special-order requests.
In coordination with supervisor, the incumbent will be responsible for maximizing workflow efficiency and create /maximize cost savings via being the gatekeeper for procurement acquisitions and liaison for the stakeholders involved in both service and equipment needs.
Assists supervisor in generating information from data to be used to make business decisions impacting administrative and clinical operations. Types of analysis to be performed include buy or lease, and cost benefit.
The incumbent will also coordinate with their supervisor to analyze a variety of data from multiple data sources using multiple software packages. The analysis will often consist of controversial and critical observations, interpretations, and findings that are independently presented with the resultant recommendations.
The broad scope and depth of the studies require that the incumbent coordinate with numerous services and Medical Center service areas and must be fully aware of the direct and indirect impact.
The incumbent will develop metrics to ensure project goals are met. Performs in-depth research of procedures, policy, and regulations to provide technical advice to management, project managers and stakeholders in coordination surgical service supervisor.
Work Schedule: 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists in the preparation of complete procurement packages for submission which include, but are not limited to, funding documents, statements of objections, performance work statements, statements of work, quality assurance surveillance plans, market studies, procurement plans, recommended sources, security checklists and other required acquisition documents. Coordinates and obtains all necessary reviews and approvals, and ensures contracts are complete, accurate, and current. Monitors risk management strategies to address areas of concern or potential gaps/lapses. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: Tasks are administrative and clerical in nature and the work is generally sedentary; close attention to paperwork is necessary. There is some movement/relocating of operating room equipment and supplies.
