This position is organizationally located in the James E. Van Zandt VA Medical Center's Primary Care Service, reporting directly to the Chief, Primary Care. The incumbent of this position serves as an integral member of the Primary Care Service Team and supports the overall mission of the Primary Care Service to provide quality, customer-focused support in a timely manner. The incumbent has overall responsibility of overseeing all administrative tasks within the Primary Care Service line.
Duties
MAJOR DUTIES AND RESPONSIBILITIES
Provides technical and administrative supervision for the administrative staff consisting of an Administrative Officer, Program Analyst and Program Support Assistants.
Oversees the daily operation of the units, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
Provides advice, counsel and instruction to subordinates on both work and administrative matters.
Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Oversees time approvals and time attendance issues to adequately plan and rearrange work load when needed.
Provides technical and analytical expertise to subordinates and higher management regarding the need for alterations or revision to current policies and procedures of identified services within the medical center. Assists in setting priorities and reaching defined objectives in relation to resource planning.
Provides administrative oversight in coordinating and integrating the activities of the department to ensure the coordination and efficient delivery of all services.
This includes responsibility for communicating organizational objectives and developing an atmosphere that encourages teamwork and an interdisciplinary atmosphere that will minimize conflict and improve performance.
Directs and participates in administrative research, management analyses and development of complex, and often highly technical reports pertaining to program development. These reports include extensive data analyses needed to make sound projections.
Responsible for reviewing and approving all requests for supplies in accordance with established policies and procedures. Screens, assesses, and prioritizes these requests, and researches the fiscal and regulatory limitations upon which procurement decisions must be based.
Responsible for the management of the Primary Care Service budget. This includes analyzing, budget formulation, justification, and execution; financial management; and financial reporting.
In collaboration with the Service Chief, manages and analyzes budget formulation and execution for a changing budget of administrative expenses involving different funding resources.
Develops, formulates, and provides all essential data for the annual budget submission based on past expenditures, knowledge of the Primary Care Service requirements, program plans and workload forecasts.
Exercises financial controls over the expenditure of funds and serves as the budget financial advisor for the Chief and department staff.
Thorough knowledge of management principles, pertinent administrative regulations plus skills in applying fact-finding and work investigative techniques and an understanding of compliance regulations.
Skills to research and analyze problems, issues or program requirements as directed.
The Incumbent often works on projects that are confidential in nature.
They must be an expert level data miner able to gather specific data using VA databases, analyze, collate and prepare effective reports that lead to effective decision making and changes.
Expert knowledge of VHA policies and regulations as they relate to programs under Primary Care Service and all of the programs under the service.
Comprehensive knowledge of a range of administrative laws, policies, and precedents applicable to the administration of various programs.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Researches and analyzes problems, issues or program requirements by gathering data/information from various sources.
Provides administrative oversight in coordinating and integrating the activities of the department to ensure the coordination and efficient delivery of all services.
Collaborates with management in planning, scheduling, and timing of program operations within funding limitations.
Reviews and approves the substance of reports, decisions, case documents, contracts, or other action documents.
Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them;
Coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Physical Requirements: The work is mostly sedentary and requires a substantial amount of interaction with a personal computer. The incumbent walks to and from meeting, performs space, supplies, and equipment inventories, and frequently carries papers and books weighing less than ten pounds.
