To serve as a Financial Specialist (Resource Advisor) for DCSA within the Office of Chief Financial Officer, with primary responsibility for budget and civilian personnel execution responsible for ensuring adequate funds management, guarding against deficiencies, committing funds, obligating funds through various types of funding or obligating documents, and complying with fiscal law in the administrative control of funds while supplying financial information and authority to DCSA managers.

Duties

As a FINANCE SPECIALIST (RESOURCE ADVISOR) you will be responsible for the following duties: - Review, analyze, edit, manipulate and consolidate program and budget submission data on behalf of the Directorate and assets nationwide. - Provide Agency level analysis of the Report on Budget Execution and Budgetary Resources to tie the agency's financial statements to its budget execution. - Perform a review of expenditures, report on unliquidated obligations, unobligated balances, canceled balances and adjustments made to appropriation accounts during the fiscal year. - Provide historical reference in the preparation of the budget, program operating plans and spend- out rate estimates. - Participate in review processes by assessing whether commitments and obligations recorded meet the bona fide needs of the appropriation charged. - Review dormant commitments, unliquidated obligations, accounts payable and accounts receivable transactions for timeliness, accuracy, and completeness. - Protecting the agency by guarding against deficiencies, committing funds, obligating funds through various types of funding or obligating documents. - Comply with fiscal law in the administrative control of funds while supplying financial information and authority to DCSA managers.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience with Federal budget and accounting principles and objectives; working with the concepts, principles, laws, and regulations of financial administration or budgeting; Gathering data to conduct special studies, analyze data trends, develop projections of program funding requirements, and recommend financial strategies and actions for meeting program objectives; administering policies and procedures for reviewing, approving, tracking and reporting on reimbursable agreements. Specifically you will be evaluated on the following competencies: 1. Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately 2. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Flexibility: Is open to change and new information; adapts behavior or work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with ambiguity. 4. Concepts, Policies, and Principles of Budget: Apply the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities. 5. Financial Management Analysis: Analyze, evaluate and review budget and program issues, manpower requirements, financial data, and reports utilizing business tools and applications, cost and economic analysis methodologies, and performance metrics to provide recommended solutions. 6. Budget Execution: Manage budget requirements by allocating, monitoring and analyzing budgets in compliance with DoD and other statutory/regulatory guidance.

Substitution of education may not be used in lieu of specialized experience for this grade level.
