This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Hospital & Ambulatory Policy Group (HAPG). As a Supervisory Health Insurance Specialist, GS-0107-15, you will serve as Deputy Director of HAPG with responsibility for implementation and maintenance of Medicare fee-for-service payment policies accounting for approximately $270 billion in Medicare spending.

Duties

Oversees technically complex projects and initiatives designed to address HHS and CMS Strategic Plan goals and objectives related to the work of the organization. Leads the work of a diverse staff consisting of various levels of professional employees, including supervisors, who have significant expertise in the development, implementation, and maintenance of national Medicare payment policies. Negotiates schedules and deliverables with subordinates and cross-agency or cross-group project teams, functional activity groups, and business partners regarding sensitive and controversial program and project issues. Resolves emerging complex issues, advising leadership of potential and emerging problem areas, including the formulation of recommendations for appropriate program responses. Deputy Director serves as a technical expert and resource to CM leadership, as well as other internal and external stakeholders, on issues related to Group program and administrative operations, budget, procurement, and operating plans.

In order to qualify for the GS-15 , you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal Government obtained in either the private or public sector, to include: (1) Developing, evaluating, or maintaining policies, regulations, standards, or instructions that define the administration of health benefit or insurance programs, such as those related to professional or hospital services; and (2) Developing short or long-term goals, budgets or plans related to the administration of health benefit or insurance programs; and (3) Planning, organizing, or assessing the work activities to be accomplished by teams, including contractors (such as sets and adjusts short-term priorities, and prepares/adjusts schedules for completion of work). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
