About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command, Fort Eisenhower, Georiga.
Duties
Advise timekeepers on internal matters involving regulatory requirements, statutory provisions, procedures, systems, or problems that may arise from changes.
Develops and disseminates information and instructions to ensure uniform interpretation and application of finance regulations and procedures throughout ARCYBER Command.
Serves as the subject matter authority for automated payroll applications and provides direct input to decision-making authorities regarding the use of those applications for the Command.
Controls security data and maintains records to ensure audit trail records are accurately maintained.
Conducts special studies and works on projects that address pay problems/issues encountered across management functional lines for the elimination or reduction of similar problems in the future.
Analyzes various error statistics reports to identify problems and trends. Prepares statistical data for comparison and trend analysis purposes and provides to supervisor for briefing of staff officers and unit commanders.
Conducts training for personnel engaged in processing of pay actions and allowances for DCPS, as well as instruction on proper documentation procedures.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- May need to undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- May need to pass an initial and periodic urinalysis screening for illegal drug use.
- May be required to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Temporary duty travel may be required approximately 5% of the time.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) maintain and adjust employee payroll accounts; (2) advise timekeepers on regulatory requirements, statutory provisions, procedures, systems, and problems; (3) analyze error statistic reports to identify problems and trends and (4) conduct training for personnel engaged in Civilian Pay Administration.
OR
Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR an LL.M. that is directly related to this position and demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
