The primary purpose of this position is to serve as a command headquarters level senior program analyst, applying Air Force military rated aviator experience, to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of certain assigned major command program(s). Command level duties are necessary since this unit is the primary F-35 Test and Evaluation organization for all of Air Combat Command.

Duties

Apply Air Force (AF) military rated aviator experience to analyze, develop and evaluate detailed requirements, plans, goals, and objectives for long-range implementation of assigned major command programs F-35 Lightning & F-22 Raptor sustainment and development 5th generation Aircraft Software and Hardware development and evaluation, and multiple classified programs. Develop aircrew and/or aircraft/training device policy and standards for safe operations of a variety of aircraft assigned to the command; plan, coordinate, and implement operation plan (OPLAN) tasking; and develop long-range planning for the acquisition of advanced weapon systems to support command missions. Use Air Force military rated aviator knowledge to analyze problems created by the incompatibility of future programs and initiates corrective action. Prepare detailed plans, budgets, and schedules for assigned major programs and/or participate with management in fiscal planning. Prepare and deliver oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

  • This position is centrally managed by the Operations Career Field Career Field team. Travel and relocation expenses will be paid

  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI)
  • This position is subject to provisions of the DoD Priority Placement Program
  • May travel by military or commercial air to conferences, meetings, or other functions away from the duty site
  • Rated aviator experience (e.g. pilot, navigator) is critical to the successful performance of this work

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting in developing, analyzing and evaluating plans, goals and objectives for programs in various tactical and strategic areas such as, but not limited to flight and mission, special operations, contingency, and long-range strategy for the beddown of new aircraft rebasing concepts and flying training systems both manned and unmanned; and develop aircrew and/or aircraft/training device policy and standards for safe operations of a variety of assigned aircraft. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for conducting major operations such as rescue, mission and flight operations, tactical airlift, deployment, mobilization, exercise, flying training systems both manned and unmanned, rescue, Planning, Programming, and Budgeting System (PPBS), acquisition, special operations, or similar operations. 2. Knowledge of command/organization program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of operations and evaluations. 3. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important and severe operational and contingency areas. 4. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources and require extensive changes in established concepts and procedures. 5.Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
