The primary purpose of this position: Provides senior-level technical advice, guidance, direction, and subject matter expertise on rapid/agile fielding of emerging fighter aircraft capabilities concurrently with associated maintenance, logistics and sustainment requirements relating to operational test, establishing strong working relation with program offices and ACC.

Duties

Serves as the senior advisor and technical expert to oversees the activities of the 53rd Test & Evaluation Group Maintenance and Logistics. Directs and advises on programs direction from all phases to integrate organization, aircraft/weapons maintenance, aircraft/weapons configuration, aircraft/weapons instrumentation, and fleet health objectives across multiple MAJCOMs. The incumbent directly applies aircraft logistics, test and maintenance direction to advance the wings mission fighter maintenance capabilities with operational tactics. Integrates operational test and evaluation management with the 57 MXG forming the USAFWC MxOT Center of Excellence to advance fighter maintenance capabilities process to include representing 53 TEG and functional area organizations. Provides high-level, program management, and analytical techniques to define, quantify, analyze, and evaluate the feasibility of maintenance and logistics projects, studies, test or problems. Reviews, recommends and actions of work center analyses that lead to unique, analytical solutions, evaluation proposals and studies to provide alternative courses of action to senior AF officials. Evaluates complex non-standard technical proposals and ensures wing, CAF and MAF flying, maintenance and logistics standards are met or exceeded. Leads multiple efforts to coordinate with applicable stakeholders in advancing fighter maintenance and logistics capabilities to support rapid and agile advancement of USAF assets.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes skill in the application of, advanced test and evaluation theories, principles, methods, and techniques, particularly in-depth knowledge of advanced airborne weapons systems, hardware-in-the-loop test facilities, engineering instrumentation for the test and evaluation of advanced operational mission-relevant data across the entire range of the Combat weapon systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of large-scale aircraft maintenance organizations and of the functions and operations of other Wing/base activities (i.e., Civil Engineering, Personnel, Manpower, Logistics, Operations, etc.) and interrelationship building skills between the Maintenance Group, ACC/A4, System Program Offices, and Global Logistics, Support Center. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Knowledge of large, multi-engine and fighter aircraft maintenance requirements to include sortie generation, scheduled/unscheduled maintenance; back shop/component repair and maintenance data collection/analysis. 4. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. 5. Ability to integrate knowledge and coordinate multiple and related missions, function, subjects, principles, concepts, and practices of aircraft maintenance to plan, direct, and supervise activities of a large-scale aircraft maintenance organization, and mentor and motivate the staff of a highly diverse workforce through test leadership. 6. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for systems, and to assess the impact of new technology on current systems and processes. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
