You will serve as the Country Director in the International Engagement Office (IEO) of ONR INTL FIELD OFFICE EUROPE.

Duties

You will assist the Director, IEO, in all aspects of managing international collaboration forums/efforts for senior leadership. You will research, develop, and provide supporting analysis for Flag/SES level briefing and decisions regarding engagement with an International Partner. You will synchronize engagement efforts with various Navy entities to ensure successful coordination and execution of international cooperation efforts. You will assist in the development of international cooperation engagement strategies, strategy documents, and program plans intended to encourage stronger international collaboration between the US Navy and foreign partners. You will assist with the planning, coordination and execution of various OPNAV, ONR, and ONR Global outreach and communication efforts to internal and external audiences which help promote successful international collaboration. You will engage with foreign government personnel, attachés and counselors at foreign embassies, military personnel, scientists, and engineers at foreign research organizations to facilitate international collaboration. You will build a strong and consistent network with government counterparts, a range of foreign embassies, and others in order to build coalitions and/or leverage activities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Position requires the ability to work with foreign defense/government counterparts. 15-25% of the Country Director’s time may be spent on foreign or domestic travel.
  • The Country Director may be required to travel with OPNAV/ONR leadership or independently to partner nations to attend meetings (expected travel of 6-12 weeks per year)
  • Term appointments may be extended up to 10 years at the discretion of management and in accordance with applicable regulations.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band pay band (GS 11-13 or NP-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must include some or all of the following: 1) Supporting senior leadership in the identification of mutually beneficial, cooperative technology opportunities to address Warfighting Capabilities; 2) Serving as a primary interface between command leadership and foreign defense organizations in finding and implementing successful engagement solutions; 3) Demonstrating an advanced understanding of current DoN Naval Research and Development Establishment (NR&DE) planning and experimentation process, CNO goals, and objectives for Building Alliances and Partnerships (NGBAP), International Cooperation Information Exchange, and Project Agreements; and 4) Exhibiting an advanced understanding of the current DoD and DoN international security cooperation process and Foreign Disclosure. Currently, ONR-Global is seeking applications from highly qualified candidates to serve as Country Directors in the Pentagon and ONR-Global Arlington, VA International Engagement Office. The candidate will have strong technical expertise in an area of Naval Research and Development Establishment (NR&DE) (https://www.onr.navy.mil/en/our-research/naval-research-framework) and be able to serve as a technology generalist across all NR&DE priority areas. Candidate experience briefing and supporting Flag/SES level is desired. Candidate training (e.g. DAU) and international experience with Security Cooperation programs, including international cooperative programs, is desired. Top candidates have experience with senior-level briefings and negotiations concerning the prioritization of technological requirements and engagement with international government officials. Top candidates will also have supervisory and/or management experience leading teams of people. While not a requirement, if candidates have any specific foreign language skills, they should note these in their application materials. The International Engagement Office is the face of military to military engagement for International Research and Development collaboration. Country Directors support the International Engagement Office Director in assisting and advising the Chief of Naval Research (CNR) / Director Navy Innovation, Technology Requirements and Test & Evaluation (OPNAV N94), and other key members of OPNAV/ONR/ONR-G leadership in the identification of mutually beneficial, cooperative technology opportunities to address Warfighting Capability; and serve as the primary interface between OPNAV/ONR leadership and foreign defense organizations in finding and implementing successful engagement solutions. As a Country Director, you must have a specific understanding of the current DoN Naval Research and Development Establishment (NR&DE) planning and experimentation process; CNO goals and objectives for Maintaining Maritime Superiority, International Cooperation Information Exchange and Project Agreements; as well as an understanding of the current DoD and DoN international security cooperation process (with an emphasis on cooperative technology development), and a willingness to learn Foreign Disclosure. The expected duration of each assignment is 36 months. During this period, applicant(s) will be temporarily assigned to the ONR-Global International Engagement Office and will remain on the rolls of their home command/activity.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

0401 series:
Degree: biological sciences, agriculture, natural resource management, chemistry, or a related discipline.

0801 series:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

1301 series:
Degree: physics; or related degree that included at least 24 semester hours in physics.

or

Combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education.

In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

1515 series:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

1520 series:
Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.

or

Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education.

The total course work in either A or B above must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

1550 series:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
