This position is located in the Department of Health and Human Services, Office of the Assistant Secretary for Health located in Rockville, Maryland.

Duties

Serves as a Contracting Officer Representative (COR) Level III on research contracts and/or task orders on all phases of the contract lifecycle. Utilizes knowledge of federal procurement and/or contract administration procedures in accordance with the Federal Acquisition Regulation (FAR) law and as a COR Level III. Prepares all necessary contract documentation - including the Statement of Work (SOW)/Statement of Objectives/Project Work Statements (PWS), acquisition plans, project justifications, Independent Government Cost Estimates (IGCE), project scope agreements (PSA), schedules of deliverables, market research, Justifications for Other than Full and Open Competition, and related materials. Utilizes knowledge of management and/or procurement principles, techniques, and/or methodologies to provide the basis for management and budget analyses (e.g., input into cost savings/spend optimization and/or oversight of contractor performance for quality assurance and reporting purposes). Participates on teams and/or groups while maintain effective working relationships with individuals inside and outside of the organization.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-12: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Preparing contract documentation such as statement of objectives, acquisition plans, project justifications, cost estimates, negotiations plans; Utilizing project management skills to efficiently manage multiple ongoing contracts; Participating on technical evaluation panel(s) for research contracts; Assisting teams with reaching consensus in the context of research contract-related actions; Providing guidance to stakeholders concerning research contracts? OR GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: Managing contracts with competing deadlines to make recommendations concerning organization's policies and/or program Analyzing legislation, regulations, or policies to determine their impact on internal policies, procedures, or operations; Utilizing project management skills to efficiently manage multiple ongoing contracts; Leading procurement initiatives and/or facilitate contract activities; Directing technical evaluation panel(s) for contracts. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
