This position is located in the Health Resources and Services Administration, Office of Operations, Office of Human Resources, Division of HR Policy and Technology. The duty location for this position is in Rockville, MD. **Applicants please note: Additional selections may be made across the Office of Operations through this vacancy announcement.**

Duties

As a Business and Industry Analyst at the GS-9 or GS-11 level, you will be responsible for assisting senior personnel with continuing business/industry programs and functions and/or for handling moderately complex business and industry assignments and for continuing programs or functions which operate within conventional practices. Your major duties and responsibilities include: Performing moderately complex analytical, program management, regulatory oversight or similar work requiring understanding of, and addressing, business, industry or related issues and objectives. Handling conventional and/or moderately complex portions of acquisition system functions. Collecting quantitative and qualitative data in significant areas relating it to assigned area for proposed acquisition strategy plan/guidance. Provides support, assistance, and government products/services to U.S. businesses and industries or to other government and private institutions which themselves address, support, or oversee the acquisition life cycle. Attending meetings, conferences, or other events for developmental purposes. Other duties as assigned. Requirements

  • U. S. Citizenship is required.
  • All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year probationary period may be required.

Qualifications

QUALIFICATION REQUIREMENTS: MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-9: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: 1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-7 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis: Assisting in the full range of acquisition management and procurement administrative functions to ensure regulatory compliance. AND Maintaining procurement document files and logs, ensuring that they are complete and comply with regulations, policy, and procedures. OR 2. Have a master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position. OR 3. Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position. GS-11: Applicants may meet the minimum qualifications in one of the three methods listed below: 1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis: Preparing procurement packages with requirements including development of requirement documents (e.g., performance work statements and objectives, cost benefit analysis, gap analysis, sole source justifications, past performance, market research, etc.). AND Developing and analyzing reports to make recommendations on acquisition and contracting issues. OR 2. Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position. OR 3. Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position. Education
